Legal basis: Article 38 of the Regulations on Safety Supervision of Special Equipment states that the operators of boilers, pressure vessels, elevators, hoisting machinery, passenger ropeways, large amusement facilities and special motor vehicles and their related management personnel (hereinafter referred to as special equipment operators) in the field (factory) shall pass the examination of the special equipment safety supervision and management department in accordance with relevant state regulations and obtain the certificate of special operators in a unified national format before engaging in corresponding operations or management.
