The First People's Hospital of Shaoyang City is located in the downtown of Shaoyang City, Hunan Province. Its predecessor was Pu 'ai Hospital, which was founded by British Christianity in 196. Its founder was Dr. Bei Fuzhen from Britain. In 192, a new outpatient department and inpatient department were built at the present site by Dr. Bi Jiazao, a Christian church in England. On November 21, 1951, it was officially taken over by Shaoyang Municipal People's Government and renamed Shaoyang Municipal Hospital. In 1953, Shaoyang Municipal Government merged the Notre Dame Hospital run by Hungarian Catholicism into Shaoyang Municipal Hospital. In 1979, it was renamed Shaoyang First People's Hospital.
