Article 1. In order to develop compulsory education in autonomous counties, protect the rights of school-age children and teenagers to receive compulsory education, and ensure the implementation of compulsory education, in accordance with the "Compulsory Education Law of the People's Republic of China" and "Qinghai The Provincial Measures for the Implementation of the "Compulsory Education Law of the People's Republic of China" and the "Xunhua Salar Autonomous County Autonomy Regulations" and other laws and regulations are formulated based on the actual situation of the autonomous county. Article 2 Autonomous counties (hereinafter referred to as counties) implement national education policies, implement quality education, strive to improve the quality of compulsory education, and enable school-age children and teenagers to develop in an all-round way in terms of morality, intelligence, and physique, in order to improve the quality of the entire nation and cultivate ideals. , lay the foundation for socialist builders and successors with morality, culture and discipline. Article 3: Compulsory education implements a system in which the county people's government is the main management, and the township (town) people's government does the relevant work.
The county people's government and its education administrative department should give full play to and mobilize the enthusiasm of the township (town) people's government in developing compulsory education.
It is prohibited to change the nature of public schools in any name or in disguised form. Article 4: Compulsory education implements a leadership term target responsibility system, and compulsory education work is included in the annual target assessment of the leadership team of the county, township (town) people's government. Efforts will be made to improve the level of school running, reduce the dropout rate of rural junior high schools, and consolidate and improve the results and quality of universal compulsory education.
The education administrative department of the county people’s government and the township (town) people’s government shall mobilize, organize and supervise school-age children and teenagers to enter school on time in accordance with the law, take measures to prevent school-age children and teenagers from dropping out of school, and help them complete their obligations within the specified number of years. educate.
Resident committees and village (pastoral) committees assist people's governments at all levels in work related to compulsory education and urge school-age children and teenagers to enter school in accordance with the law. Article 5: All school-age children who are 6 years old or older, regardless of gender or ethnicity, must enter school and receive compulsory education for the specified number of years. In remote mountainous and pastoral areas, the age of children entering school can be postponed to 7 years old. The admission and school age for children with disabilities can be relaxed appropriately.
The county people's government and the township (town) people's government shall ensure that all school-age children and teenagers in their respective administrative areas can enter school nearby without taking examinations and receive compulsory education equally. Based on the actual situation, the county education administrative department may arrange for school-age children and teenagers to enroll in boarding schools or schools that run classes in other places than where they are registered. Article 6: The county people's government shall strive to improve the popularization of compulsory education for ethnic minority girls of school age and run ethnic minority girls' schools or classes well. The assessment of compulsory education goals should include the enrollment rate and retention rate of school-age girls from ethnic minorities as individual assessment items.
The County People’s Government has established a special fund for the education of ethnic minority girls to provide special subsidies to ethnic minority school-age girls from families with financial difficulties who receive compulsory education. Special subsidy standards and methods shall be stipulated by the county people's government. Article 7 The county people's government shall include the education of disabled children and teenagers in the scope of universal compulsory education, attach importance to the construction of special education schools, and take measures to improve the conditions for running special education schools and improve the level of running schools.
Disabled school-age children and teenagers can study in special education schools run by the government. Disabled school-age children and teenagers with the ability to receive general education can also attend regular classes in ordinary schools.
For disabled students in school, the autonomous county finance department will provide monthly living expenses subsidies to ensure that disabled school-age children and teenagers receive compulsory education. Article 8: Schools should strictly implement the education and teaching content and curriculum prescribed by the state, reasonably arrange teaching plans, innovate teaching methods, offer a complete set of courses and sufficient class hours, and ensure that the basic quality requirements for education and teaching stipulated by the state are met.
Ordinary primary and secondary schools use Mandarin, which is commonly used throughout the country, and standardize Chinese character teaching. Salar and other ethnic languages ??can be used as auxiliary teaching methods; primary and secondary schools in Tibetan areas should strengthen "bilingual" teaching.
Schools should offer English classes from primary schools. Article 9 The county people's government and its education administrative department shall, based on the actual situation of the county and in accordance with national regulations, formulate and adjust school establishment plans, optimize educational resources, rationally allocate educational resources within the administrative region, and promote the balanced development of compulsory education.
When adjusting school layout, allocating educational resources, appointing, removing and transferring principals of rural primary and secondary schools, the opinions of the local township (town) people's governments should be solicited.
Schools shall not be divided into key schools and non-key schools or key classes and non-key classes shall be divided into schools.
For children and teenagers who have not completed the prescribed number of years of compulsory education, cultural knowledge compensation education and vocational and technical education should be organized and implemented. Article 10 No organization or individual may recruit school-age children or teenagers who should receive compulsory education to work, farm, herd, do business, or engage in other hired labor; no organization or individual shall organize compulsory education without the approval of the education administrative department of the county people's government. Students participate in large-scale celebrations and other commercial performances.
Adhere to the principle of separation of education and religion. No organization or individual may spread religion in schools, or use religion to carry out activities that hinder or interfere with compulsory education. Temples are prohibited from accepting children and teenagers who have not completed nine years of compulsory education to study scriptures in temples. Article 11 The county people's government and its education administrative department should strengthen teacher training and organize primary and secondary school teachers in a planned manner to carry out skills training based on modern educational technology. Improve the political and professional quality of teachers through entrusted training, post-employment further education, correspondence courses, etc.
Teachers shall enjoy the salary and welfare benefits stipulated by the state while participating in the study and training arranged by the education administrative department or the school, and tuition fees and travel expenses shall be reimbursed in accordance with relevant regulations. Teachers who are entrusted with training or leave their jobs for further education should sign relevant agreements with their employers.
A teacher access system shall be implemented, and teachers shall be recruited through public examinations, fair competition, and merit-based recruitment in accordance with relevant regulations. Teachers should have teacher qualifications prescribed by the state. Primary and secondary school teachers should have a college degree or above in national education. In-service teachers who do not meet academic requirements must obtain corresponding academic qualifications through training and education.
