It is mentioned in the exposure draft that enterprises engaged in express delivery business may not confirm the receipt and delivery of express mail on their behalf without the consent of users, and may not deliver express mail to express terminal service facilities such as smart express boxes and express service stations without authorization. In case of violation, the person directly responsible will face a fine of up to 3,000 yuan, and the courier company will face a fine of up to 30,000 yuan.

In other words, it is illegal to put any courier in the courier cabinet or the collection point without your consent. This is not only the right of customers, but also the service that courier companies should give.

Then, why don't township express delivery come to the door? Express companies, township outlets and couriers also have their own difficulties.

Towns and villages have vast territory, scattered population and inconvenient transportation. If delivered to your door, the courier will face rough road conditions. He may have been running all day, but he only sent a dozen couriers. You know, the cost of express delivery is about one yuan, but the income is meager. Who wants to do such a job? At the same time, the operation cost of local express delivery is high, the scale is small, the express delivery volume is small, the profit is low, and the rural population is mostly old people and children. It is difficult to recruit couriers, and it is difficult for express delivery companies to take root in the countryside and have no motivation to send express mail home.

Faced with this situation, what should the country do? The State Post Bureau issued the Three-year Action Plan for Express Delivery into the Village (2020-2022). By the end of 2022, the qualified villages in the country will basically realize "express delivery to the village".

What does this mean? It means that the goal of express delivery to the village can be achieved by the end of 2022 (note that it is not delivered to the door by rural express delivery), and the way of express delivery to the village may be realized by express delivery, express delivery station and rural passenger bus.

As the saying goes, you can't get fat in one bite, but we are still faced with the scene that the courier can't enter the village and the villagers need to go to the outlets in the town to pick up the parcels themselves. In this case, it is a great progress to let villagers pick up parcels without leaving the village through the express station. As for rural express delivery, it may be impossible to realize it in the short term after China further improves people's livelihood and tries to eliminate the gap between urban and rural areas.
