In accordance with the spirit of the "Notice on Issuing the Implementation Measures for Open Recruitment of Staff in Public Institutions in Shaanxi Province" (Shaanxi People's Social Development [2012] No. 105) by the Organization Department of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security, it was decided after research. (1) Recruitment Targets

(2) Registration and preliminary qualification review
Registration for this recruitment will be through online registration and online preliminary review of qualifications. There will be no on-site registration.
1. Registration time: 10:00 on October 22, 2013 to 10:00 on October 26. After 10:00 on October 26, the registration system will automatically close.
2. Online registration: Candidates can log in to Weinan City Personnel Examination Information from October 22 to 26 and truthfully fill in and submit the "2013 Weinan City Public Institutions Open Recruitment Examination Registration Form". Upload a recent electronic photo of yourself without a hat (ID photo, jpg format, 2 inches, less than 20KB).
Applicants can only apply for one position. They cannot register with the new and old ID numbers at the same time. The ID cards used during registration and examination must be consistent. When registering, you must carefully read the Integrity Commitment Letter, truthfully submit relevant information and materials, and make a commitment to the authenticity of the reported information. Anyone who commits fraud will be disqualified from the examination and employment upon verification, and the applicant will be responsible for the consequences.
3. Preliminary qualification review. Each recruiting unit will conduct an online preliminary review of qualifications according to the published qualifications within 48 hours after the applicant submits the registration information. Registration information after passing the preliminary qualification review shall not be changed. The online preliminary qualification review period is from 10:00 on October 22 to 10:00 on October 28.
According to the "Implementation Opinions on Open Recruitment of Staff in Public Institutions in Weinan City", applicants for the same position must compete. The ratio of the number of recruits to the number of applicants should generally not be less than 1:3. For those who reach this ratio, except for special industries and those who urgently need to introduce talents, in principle, the recruitment plan for this position will be canceled or professional adjustments will be made.
(3) Online payment and registration confirmation
Applicants who have passed the preliminary qualification review should log in to the registration website in time from 10:00 on October 22 to 16:00 on October 28 Confirm online payment beforehand. (5) Examination and inspection
1. Written test: The content of the written test is: basic knowledge of public affairs. The main scope of the examination content is: basic knowledge of political theory, basic legal knowledge, public institution profiles, professional ethics, official document and thesis writing, literary knowledge, historical knowledge, scientific and technological knowledge, environmental protection, national conditions, provincial conditions, market conditions and current affairs, etc. content. The written test scores are based on a hundred-point system (two decimal places are retained). Applicants must bring their admission ticket and original ID card to take the exam at the specified time and location. The invigilator will verify the identity of the applicant based on the applicant's admission ticket, ID card and examination room seating chart and conduct invigilation.

2. Qualification review
Qualification review is required before the interview. The qualification review will be organized and implemented by the Weinan Municipal Human Resources and Social Security Bureau. 4. Physical examination: After the interview, based on the ranking of comprehensive scores (comprehensive score = 50% written test score + 50% interview score), according to the ratio of 1:1 to the number of announced recruitment plans, from high score to Those with low scores will determine those who will take the physical examination. If the overall scores are tied, the written test scores will take precedence. The physical examination for candidates applying for county (district) positions is organized and implemented by the county (district) Human Resources and Social Security Bureau, and the physical examination for candidates from municipal public institutions is organized and implemented by the Weinan Municipal Human Resources and Social Security Bureau. Except for the special requirements of the industry, the physical examination standards shall be implemented in accordance with the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)". The physical examination fees shall be borne by the candidates themselves.
5. Inspection: Candidates who apply for a job in a county (district) will be inspected by the county (district) Human Resources and Social Security Bureau. Candidates who apply for a municipal public institution will be inspected by the competent department of the public institution, focusing on the ideological and political examination of the candidates. Quality, ability and quality, compliance with laws and regulations, moral character cultivation, etc.

(6) Recruitment
After the personnel to be hired pass the public notice period, the Weinan Municipal Human Resources and Social Security Bureau will issue the "Shaanxi Provincial Institution Recruitment Staff Notice". Newly hired personnel must handle personnel, salary and other related procedures with the recruitment notice. Employers should sign employment contracts with newly hired personnel in a timely manner in accordance with relevant regulations, establish personnel relationships, and assist in completing relevant procedures. They must not shirk or refuse to handle the process for any reason. Any disputes arising from personal reasons or other matters unrelated to the employment of newly hired personnel shall be borne by the newly hired personnel themselves. A probation period system is implemented for newly hired personnel, and the probation period shall be implemented in accordance with the "Interim Measures for the Management of Employment Contracts of Public Institutions in Shaanxi Province". Those who pass the assessment at the end of the probation period will be formally employed; those who fail to pass the examination will have their employment qualifications revoked.
