Main contents of factory affairs publicity

According to Article 7 of the Regulations on the Openness of Factory Affairs of Enterprises in Guangdong Province, enterprises shall disclose the following matters:

(a) major decision-making plans for enterprise development planning, investment, production and operation; (two) enterprise reform, restructuring plan, merger and bankruptcy plan, major technological transformation plan, staff layoffs, diversion and resettlement plan; (three) the annual production and operation objectives and their completion, financial budget and final accounts, loans, guarantees, the use of large amounts of funds, bidding for construction projects, procurement and supply of bulk materials, product sales and profit and loss, and contract implementation; (four) the implementation of the internal economic responsibility system and the formulation of important systems; (five) the implementation of labor laws and regulations, the signing and performance of collective contracts and labor contracts; (six) the salary increase, promotion, salary and bonus distribution, rewards and benefits of employees, and the payment of social security funds such as pension, medical care, work injury, unemployment and maternity; (seven) the conditions, steps, quantity and results of employee recruitment, technical title evaluation and appointment, and advanced selection; (eight) enterprise provident fund, public welfare fund use plan, staff training plan, safety production, labor protection, occupational disease prevention and family planning; (nine) enterprise democratic appraisal personnel, middle-level personnel, selection and appointment of important positions; (ten) the implementation of * * * employees' honesty and self-discipline regulations by enterprises, the use of * * * employees' wages (annual salary), bonuses, part-time jobs, subsidies, housing, car use and communication tools, and the expenses of personnel going abroad (border); (eleven) the use of business hospitality; (twelve) other matters decided by the workers' congress or the workers' congress.

If the matters specified in the preceding paragraph should not be made public beforehand, they should be made public in time afterwards.

Article 2 The term "publicity of factory affairs" as mentioned in these Regulations refers to the democratic management system in which an enterprise discloses to its employees the major decisions of the enterprise, the major issues of production and operation management, matters involving the vital interests of the employees and the building of a clean government of the enterprise, and accepts the supervision of the employees.
