Set up public institutions according to local conditions, and build a new working pattern of linkage, mutual support and collaborative coupling.

Establish an agricultural development affairs center independently, undertake daily work such as agricultural technology popularization and industrial development, and strengthen the reform of agricultural science and technology system and the construction of agricultural science and technology innovation system;

Establish animal disease prevention and control center, add the brand of livestock and poultry aquatic products testing center, and add the brand of animal and plant disease prevention and control center in rural (street) agricultural institutions, and establish a full-chain, full-coverage, traceable, coordinated and efficient animal and plant disease prevention and control system;

Establish a rural revitalization center and upgrade it to a deputy-level institution to further improve the comprehensive coordination ability of rural revitalization; Strengthen the functions of agricultural product quality, agricultural environment, agricultural machinery research and development, improve the agricultural socialized service system, and provide technical support for the development of exquisite and efficient agriculture.

Focus on solving the shortage of township (street) professionals and continue to promote the establishment of resources to sink to the grassroots level. Actively sink 100 administrative personnel and 100 business personnel, and increase the total number of people in towns and streets;

Turnover of 64 full-time career establishment, recruitment of professionals in agriculture, rural areas, social governance, ecological and environmental protection, etc. Increase the recruitment plan for agriculture-related talents year by year, and issue more than 200 recruitment plans for township and street civil servants, and 2967 recruitment plans for rural primary and secondary school teachers, kindergarten teachers and township medical personnel;

Nearly 600 publicly-funded directional training programs were issued, including 520 rural teachers, 3 rural undergraduate medical students1person, and grassroots agricultural technicians1person. 10 opened up a "green channel" for introducing urgently needed talents, and the primary health care system selected 12 urgently needed talents and 38 mature professional and technical talents through assessment, effectively alleviating the problem of attracting talents at the grassroots level.
