Chapter I General Provisions Article 1 In order to establish and improve the management system of urban construction archives (hereinafter referred to as urban construction archives, the same below) in our city, according to the spirit of the Regulations on the Work of Science and Technology Archives approved by the State Council Guofa [1980] No.302, these Interim Measures are formulated. Making full use of urban construction archives is of great practical and long-term significance for improving the economic benefits of urban construction, safeguarding national interests, safeguarding people's legitimate rights and interests and benefiting future generations. Article 3 Urban construction archives work is an important part of urban planning, construction and management, and urban construction archives should adhere to the principle of centralized and unified management. Where there are urban construction archives units, we should earnestly strengthen the leadership of urban construction archives work, establish institutions, equip cadres, and formulate detailed rules for the management of urban construction archives of this unit. It is necessary to incorporate the formation, accumulation, collation and archiving of urban construction scientific and technological documents and materials into the working procedures of urban construction management and the responsibilities of engineering and technical personnel to ensure the integrity, system, accuracy, safety and effective development and utilization of urban construction archives. Chapter II Management System and Tasks of Urban Construction Archives Article 4 Guangzhou Urban Construction Archives (hereinafter referred to as Urban Construction Archives) is an urban construction scientific and technological institution of our city, which is led by Guangzhou Urban and Rural Construction Committee, managed by Guangzhou Planning Bureau and guided by Guangzhou Archives Bureau in business. Its basic tasks are:

(a) to carry out the instructions and regulations of the party and the state and the superior urban and rural construction committee on urban construction archives;

(two) responsible for receiving and keeping the urban construction archives and important materials permanently preserved in our city;

(three) scientific management of the archives received into the library;

(four) the compilation of various retrieval tools and comprehensive information, and actively provide the use for urban construction;

Fifth municipal urban construction system bureaus, companies, factories, enterprises and district and county construction departments should establish and improve urban construction archives, led by the person in charge of production, technology or scientific research. The basic task of the archives room is:

(a) to collect scientific and technological documents and materials with preservation value formed by the unit in urban construction work, and to carry out classification, filing, cataloging, registration and statistics;

The main scope is as follows:

(a) the basic information of the city, mainly including the general situation of the city, historical evolution, economy, population, place names, science and technology, culture and education, resources, hydrology, meteorology, geology, earthquake, surveying and mapping, soil, vegetation, environment and various comprehensive statistical data of the city;

(2) In terms of urban planning, there are mainly urban status, approved overall planning, zoning planning, long-term planning, short-term planning, construction management (documents, licenses and drawings for land acquisition and approval of construction application), planning survey and other documents.

(3) Real estate rights management files;

(4) Municipal and public utilities projects;

(1) Waterworks, reservoirs, pressure stations, water towers, water intake projects, purification projects, underground water conveyance projects and their hydrogeological data and underground pipe network files;

(2) Archives of sewers, culverts, sluices, pumping stations, pumping stations, sewage treatment projects, flood control projects, etc. ;

(3) urban trunk roads, bridges, culverts, interchanges, squares, overpasses, tunnels, public transport facilities and other files;

(four) gas supply and heating engineering facilities and underground pipe network files;

(five) transportation projects, mainly ports, docks, warehouses, oil depots, stations, trams and cables, airports, railway facilities in cities, stations, lines, underground pipe networks, buildings, structures and other files;

(6) Telecommunication engineering, mainly including underground engineering facilities such as broadcasting, telephone, telegraph, postal service, broadcasting, television, microwave stations and pipeline network files;

(seven) power supply projects, mainly including power plants, power stations (including public and private), substations, transmission lines and underground power lines and other files;

(eight) the status quo and planning files of civil air defense and subway projects;

(9) Archives of construction projects of factories, mines and power stations;

(10) Civil buildings such as science, education, health, culture, sports and services, mainly including office buildings, schools, libraries, museums, archives, exhibition halls, gymnasiums, cultural centers, hospitals, theaters, hotels, shopping malls and residential buildings;

(eleven) landscaping projects and ancient buildings, places of interest, monuments, memorial halls (museums), urban decorative sculptures, statues, commemorative signs and other files;

(twelve) environmental protection, mainly the archives of investigation, monitoring and treatment of "three wastes";

(thirteen) urban construction scientific research archives.
