Chapter I General Provisions Article 1 In order to strengthen fire control work, prevent and reduce fire accidents, and ensure the safety of citizens' lives and property and public property, these Regulations are formulated in accordance with the provisions of People's Republic of China (PRC) Fire Protection Law, Qinghai Fire Protection Regulations and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the fire control work and related emergency rescue work within the administrative area of this Municipality. Article 3 The municipal, district (county) people's governments shall incorporate fire control work into the national economic and social development plan, incorporate fire control business funds into the fiscal budget, increase investment, strengthen the construction of fire control facilities, promote the modernization of fire control facilities, and ensure that fire control work is compatible with economic and social development. Article 4 The municipal, district (county) people's governments shall set up fire safety committees and establish a joint meeting system for fire control work, which shall be responsible for studying and guiding fire control work within their respective administrative areas and coordinating and solving major problems in fire control work.

The fire safety committee is composed of the person in charge of the fire control work of the municipal, district (county) people's government, the person in charge of the relevant departments of the people's government at the same level and relevant experts. The Fire Safety Committee has an office, which is located in the fire department of the public security organ of the city and district (county). Fifth city, district (county) people's government, township (town) people's government, street offices (communities) are responsible for the fire control work in their respective jurisdictions, establish and improve the responsibility system for fire control work, and strengthen supervision and inspection and annual target assessment.

City, district (county) public security organs shall supervise and manage the fire control work within their respective administrative areas, and the fire control institutions of public security organs at the same level shall be responsible for the implementation.

Development and reform, planning, construction, safety supervision, finance, education, quality supervision and other departments shall, according to their respective functions and duties, do a good job in fire safety related work according to law.

Development zone and park management agencies are responsible for fire safety work within their respective jurisdictions. Article 6 People's governments at all levels shall regularly organize and carry out publicity and education on fire safety to raise the awareness of fire safety of the whole people.

Organs, organizations, enterprises, institutions and other units shall, according to the actual situation, take various forms to strengthen their own fire safety publicity and education or training exercises, improve the quality of fire safety, and enhance their ability to resist fires.

In the agricultural harvest season, forest and grassland fire prevention period, major holidays and fire-prone seasons, people's governments at all levels should organize fire prevention publicity and education, take fire prevention measures, and strengthen fire safety inspection.

In high-rise buildings, underground public buildings and other crowded places, we should focus on strengthening fire safety publicity and inspection to eliminate fire hazards in time. Article 7 The fire control institutions of public security organs shall consciously accept social supervision, announce the telephone number of reports, accept reports and complaints, investigate and verify in time, and feed back the investigation results. Chapter II Fire Safety Duties Article 8 The municipal, district (county) people's governments shall perform the following fire safety duties:

(a) responsible for the construction of municipal public fire control facilities, equipment, fire training base construction;

(two) the establishment of public security fire brigade, full-time fire brigade as the main body, supplemented by voluntary fire brigade, voluntary fire brigade and other forms of fire protection organizations, and equipped with fire fighting equipment;

(three) the establishment of emergency rescue plan, fire protection, regional fire supplies and equipment reserve system, improve the fire rescue cooperation mechanism and joint exercise mechanism, do a good job in fire accident handling;

(four) the implementation of government supervision of major fire hazards, supervise and coordinate the relevant departments and units to take measures to eliminate fire hazards;

(five) to organize relevant government departments to carry out targeted fire safety inspections and carry out regular fire publicity and education;

(six) other fire safety duties as prescribed by laws and regulations.

The management institutions of development zones and parks shall perform their fire safety duties in accordance with the provisions of the preceding paragraph. Article 9 The fire control institutions of public security organs shall perform the following fire control safety duties:

(a) the implementation of fire design review, fire acceptance, construction project filing and spot check, and fire safety inspection before the public gathering place is put into use and business;

(two) the implementation of fire supervision and inspection, timely investigate and deal with fire safety violations, urge the rectification of fire hazards, timely report and notify major fire hazards;

(3) Organizing and directing fire fighting and emergency rescue, investigating and handling fire accidents, and counting fire losses;

(four) determine the key units of fire safety every year and announce them to the public;

(five) to organize and guide the publicity, education and training of fire safety;

(six) to supervise and guide the construction of fire brigade, to carry out business training and fire drills;

(seven) to supervise and inspect the use of fire technical service institutions and fire products.

(eight) other fire safety duties as prescribed by laws and regulations. Tenth township (town) people's government, street offices (communities) shall perform the following fire safety duties:

(a) to strengthen the construction of rural fire infrastructure, the implementation of township (town) and village fire planning, improve rural fire safety conditions;

(two) the establishment of fire control system, determine the fire safety management personnel, the implementation of fire safety responsibility;

(three) according to the deployment of the people's government at a higher level and relevant departments, organize special fire safety management and fire safety inspection, and urge the elimination of fire hazards;

(four) to guide the neighborhood (village) committees to formulate fire safety conventions and carry out mass fire safety activities; Encourage families to be equipped with household fire-fighting equipment and escape and self-help facilities;

(five) other fire safety duties as prescribed by laws and regulations.
