According to the Organic Law of Local People's Congresses and Local People's Governments at Various Levels in People's Republic of China (PRC), the people's congresses of townships, nationality townships and towns exercise their functions and powers by electing townships, deputy heads of townships, mayors and deputy mayors. Since the mayor is elected by the town people's congress, it should be an indirect election.
A few years ago, some areas conducted a pilot project of direct election of mayors by voters, which was stopped by the National People's Congress Standing Committee (NPCSC).
