The results are as follows:

2, 20 12, 10 Yinchuan Public Security Bureau issued the Implementation Plan on Standardizing the Use and Management of Public Security Coordinators in Public Security Organs in the City, and established a leading group to standardize the management of public security coordinators, which made the management of public security coordinators in the city detailed:

(1) According to the content of public security work, divide the post setting and conditions of service coordinator.

First, technical support personnel;

Second, the security coordinator;

The third is the post-service personnel.

(2) Formulated the dispatching workflow and requirements of public security coordinators.

First, the positions, numbers and reasons for the use of coordinators by the municipal bureau organs and directly affiliated departments should be submitted to the leading group.

Second, all counties and districts need to report the positions, quantity and reasons of needed assistants to the local government, and report them to the leading group for the record;

Third, after the report is submitted for approval, each department and the legally qualified labor dispatch agency (security company) determined by the leading group of the Municipal Bureau sign the dispatch contract of the public security coordinator;

Fourth, logistics personnel are recruited by the units that use logistics personnel (with the participation of security companies), and then labor contracts are signed with security companies;

Fifth, the service personnel must sign the Agreement on the Management of Public Security Service Personnel with the user department.

(3) The security mechanism of public security coordinator has been established.

The first is social insurance. Pay in full according to the payment standard of the human society department;

The second is the labor dispatch management fee. Calculated by the security company according to person/month and year;

The third is salary. After deducting social security and management fees from the financial allocation, the remaining funds are the wages of cooperative staff.

Fourth, the unit that uses the cooperative personnel should pay the funds to the security company as scheduled according to the dispatch contract, and the security company will pay and remit them on a monthly basis.

3. Investigation recommendations
