There is a handling fee for cross-bank withdrawals. It is reported that some banks are temporarily free to withdraw cash, namely, industry and commerce, agriculture, China, construction, transportation and postal savings. On June 25th this year, the China Payment and Clearing Association and the China Banking Association jointly issued the Proposal on Reducing the Handling Fee for Inter-bank Cash Withdrawals from ATMs. The proposal points out that China's inter-provincial floating population has reached 376 million, and the population aged 60 and over has reached 264 million. These changes put forward new requirements for cross-regional, inter-bank and aging banking services. At the same time, the development of information technology and the integration of system management have further narrowed the business differences between the same city and different places. Leveling and further reducing the inter-bank withdrawal fees of ATMs in the same city and different places will better meet the cash use needs of the broad masses of the people and enhance the sense of acquisition of financial consumers.

On July 25th, 200219, Bank of China announced in official website that from July 25th, 200212002, ATM inter-bank (including the same city and different places) cash withdrawal business will be exempted from handling fees. The reporter learned that this is also the first commercial bank to explicitly waive the ATM inter-bank withdrawal fee since the China Payment and Clearing Association and the China Banking Association jointly issued the Proposal on Reducing the ATM inter-bank withdrawal fee on June 25th.

On July 23rd, Industrial and Commercial Bank of China and Agricultural Bank of China also issued a notice through official website. From July 25th, 202 1 will temporarily waive the handling fee for inter-bank ATM withdrawals (including those in the same city and in different places).

China Industrial and Commercial Bank of China, in its official Notice on Adjusting the Charges for Inter-bank ATM Withdrawals, shows that at present, the charges for inter-bank ATM withdrawals by personal debit cards and self-service channel withdrawals by enterprises are all 3.5 yuan/transaction. However, from 0: 00 on July 25, 20021year, these handling fees are temporarily waived.

According to the information released by the Agricultural Bank of China in official website, since July 25th, 20021,the transaction fees for interbank ATM withdrawals by debit cards and quasi-credit cards will not be charged for the time being.
