Shanghai. Meishan, located in the southwest suburb of Shanghai, is an enclave in Shanghai, bordering Nanjing and Wuxi in Jiangsu Province. Meishan was once a part of Jiangsu Province in history, but in 1958, the State Council approved Meishan to be assigned to Shanghai, which provided an important support for Shanghai's industrial development.
