Policies for accepting the admission of children of new Guan residents were quite different among towns, streets, and schools. The standards were inconsistent and arbitrary.

In order to ensure that the children of Xinguan residents in the future will have laws and rules to follow when enrolling in school, after three major changes and discussions at three joint meetings, the "Interim Measures for Compulsory Education for Xinguan residents' children in Dongguan City" ( (hereinafter referred to as the "Measures") and the "Starting Grade Points Points Plan for Children of New Guan Residents in Dongguan City to Apply for Enrollment in Public Schools in the Compulsory Education Stage (Trial)" (hereinafter referred to as the "Plan") were promulgated on May 22. This is the first prefecture-level city in Guangdong Province to issue a normative document for the admission of children of migrant workers to public schools.

Since then, Dongguan has implemented a "points system" for the children of new Guan residents to enter public schools: a comprehensive score is based on the number of years of residence in Dongguan, education level, skill level, social security payment, etc. of the parents of non-household registered students. Children are admitted to public schools based on their parents’ points. The "Measures" point out that people from Xinguan who have participated in social insurance for three years or more in Dongguan and comply with the national family planning policy can have their children enroll in public schools through points based on tax payment, occupation and other conditions. On June 25, the Dongguan Municipal Education Bureau made adjustments to the "Measures" and "Plan" that have been implemented for just one month, and provided additional explanations. Urban and rural integrated social security

As of the end of October this year, 353 community health service institutions have been built and put into use in Dongguan, with a cumulative number of diagnosis and treatment visits of 5.63 million, accounting for approximately 25% of the city’s total outpatient visits.
