Luo Yuan said that at present, China has not set up a "cyber force", while some western countries have already set up a "cyber command" and other institutions, which have both cyber defense capabilities and cyber attack capabilities. China's "cyber blue army" is only synonymous with military training, and it is a preventive measure for national defense agencies to deal with cyber attacks, so the international community should not over-interpret it.
