Regulations of Xining Municipality on Patriotic Health Management (202 1 Revision)

Chapter I General Provisions Article 1 In order to strengthen patriotic health work, promote the continuous improvement of urban and rural environmental sanitation and ecological environment, prevent and control diseases, improve people's health level and quality of life, and promote the construction of a healthy Xining, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to patriotic health work within the administrative area of this Municipality.

Patriotic health work as mentioned in these Regulations refers to mass health activities organized by the government, with the participation of the whole society, to strengthen social health awareness, to rely on and mobilize the masses, to control and eliminate health hazards, to prevent diseases, and to advocate civilized, healthy and green lifestyles. Article 3 Patriotic health work centers on people's health, and implements the principles of government-led, departmental coordination, territorial management, social participation, prevention first, mass prevention and control, scientific governance according to law, and joint construction and sharing by the whole people. Article 4 The people's governments of cities and counties (districts) shall strengthen their leadership over patriotic health work, incorporate patriotic health work into the national economic and social development plan and the rural revitalization strategic plan, and incorporate the work funds into the fiscal budget at the corresponding level. Fifth city and county (District) people's governments shall, in accordance with national standards, strengthen the construction of health infrastructure, improve the level of public health management, and consolidate and develop the achievements of health creation; Promote the construction of healthy cities and healthy villages and towns (communities), formulate development plans, promote key health management projects, and promote the coordinated development of urban and rural construction and people's health. Article 6 All units and individuals shall participate in patriotic health activities, consciously safeguard public health and environmental sanitation facilities, keep the workplace, home and outdoor environment clean and tidy, and develop civilized and hygienic living habits. Seventh to encourage social forces to provide support for patriotic health work in various forms.

Encourage and support voluntary service organizations and volunteers to participate in patriotic health work. Eighth National Patriotic Health Month in April each year, focus on patriotic health activities, in-depth publicity of patriotic health work and health knowledge. Ninth patriotic health work to implement the target responsibility system, the city and county (District) people's government should be patriotic health work into the government performance appraisal index. Units and individuals that have made remarkable achievements in patriotic health work may be commended and rewarded in accordance with relevant regulations. Chapter II Institutions and Responsibilities Article 10 patriotic health campaign committee (hereinafter referred to as Aiweihui) is the deliberation and coordination body of the people's government at the corresponding level, which is composed of relevant departments and units of the people's government at the corresponding level and is responsible for organizing and coordinating patriotic health work within its administrative area.

Ivy will set up an office (hereinafter referred to as Ivy's office) to be responsible for the daily work of patriotic health.

The people's governments of cities and counties (districts) shall provide Ivy's office with personnel suitable for its work tasks and provide necessary working conditions. Eleventh Township People's governments and sub-district offices are responsible for the patriotic health work in their respective areas, and designate full-time and part-time personnel.

Neighborhood (village) committees shall determine their members' division of labor to be responsible for patriotic health work, clarify full-time and part-time personnel, and promote the implementation of patriotic health work at the grassroots level. Article 12 State organs, enterprises, institutions and social organizations shall, according to actual conditions, set up patriotic health organizations or designate full-time and part-time personnel to be responsible for patriotic health work in their own units, and accept the guidance, supervision and inspection of local patriotic health associations. Thirteenth city and county (District) Aiweihui's main responsibilities:

(a) to organize the publicity and implementation of laws, regulations, rules and policies related to patriotic health work;

(two) planning, deployment, coordination and guidance of patriotic health work within their respective administrative areas;

(3) Organizing and implementing the supervision, inspection, assessment and effect evaluation of patriotic health work;

(four) to carry out health creation and health construction;

(five) to organize and mobilize the whole society to participate in patriotic health activities, to carry out patriotic health propaganda and national health education;

(six) to undertake other patriotic health work. Fourteenth patriotic health work to implement the responsibility system of Aiweihui member units, each member unit according to their respective responsibilities and the division of responsibilities of Aiweihui, do a good job in the patriotic health work undertaken by the department. Chapter III Environmental Sanitation Governance Article 15 The municipal and county (district) people's governments shall, in accordance with the requirements of the overall urban and rural planning, strengthen the construction of public toilets, garbage disposal sites, sewage treatment, vector control and other related infrastructure, and improve the overall level of urban and rural environmental sanitation.

City and county (District) people's governments shall organize and carry out environmental sanitation rectification, focusing on the rectification of environmental sanitation in old urban communities, urban villages, urban-rural junctions, back streets and alleys, construction sites, food production and processing workshops, small restaurants and food stalls.

City and county (District) people's governments should promote the cleanliness of villages, and villagers' committees can organize and mobilize villagers to participate in courtyard sanitation and public health activities by formulating village rules and regulations, so as to keep the courtyard and village clean and tidy.

City, county (District) people's governments and relevant departments should encourage and guide to reduce the use and actively recycle disposable plastic products such as plastic bags, and promote the application of recyclable, recyclable and degradable substitute products. Article 16 The people's governments of cities and counties (districts) shall promote the rational layout and standardized construction of bazaars, standardize the setting of market functional areas, and maintain the sanitation of markets and surrounding environment.

Market operators should set up public toilets, garbage stations, ventilation and dehumidification, water supply and drainage and other public health facilities that meet the health requirements, be equipped with health management and cleaning personnel, establish and improve sanitation, disinfection, inspection and quarantine and harmless treatment systems, and maintain a good sanitary environment.
