China Eco-industrial Park started late. By 2005, there had been Nanhai National Eco-industrial Construction Demonstration Park and Guangxi Guigang National Eco-industrial Demonstration Park, but both were in the stage of gradual improvement and maturity. Vice Minister of Commerce Wang Chao attended and delivered a speech at the China Eco-industrial Park Construction and International Cooperation Forum in Guangzhou.

State-level economic and technological development zones have made beneficial attempts in opening up, system reform, industrial cultivation and many other aspects, and achieved remarkable results. In the future, they should create new experiences in changing the mode of economic development and promoting economic restructuring, and continue to play an exemplary, radiating and leading role in promoting green development, circular development and low-carbon development.

Under the framework of international cooperation on energy conservation and environmental protection in the economic and trade field, the Ministry of Commerce actively promotes energy conservation and environmental protection cooperation between state-level economic and technological development zones and advanced countries. It has been decided to build the Sino-German Qingdao Ecological Park, the Sino-Swiss Zhenjiang Ecological Park and the Sino-Austrian Sutong Ecological Park in Qingdao Economic and Technological Development Zone, Zhenjiang Economic and Technological Development Zone and Sutong Science and Technology Industrial Park respectively, which has become an important platform for international cooperation in energy conservation and environmental protection and a new bright spot in foreign trade and economic cooperation. At the same time, the Ministry of Commerce, the Ministry of Environmental Protection and the Ministry of Science and Technology jointly promoted the construction of national eco-industrial demonstration parks, taking national economic and technological development zones, high-tech industrial development zones and other parks as carriers to promote energy conservation, emission reduction and ecological low-carbon transformation of industrial parks. Many state-level economic and technological development zones began to create national eco-industrial demonstration parks, and 12 state-level economic and technological development zones were named after acceptance. This is the first circular economy pilot project in China. The park is an eco-industrial (sugar-making) demonstration park with Guitang (Group) Co., Ltd., a listed company as the core, and sugarcane field system, sugar-making system, alcohol system, paper-making system, cogeneration system and comprehensive environmental management system as the framework. The six systems in the demonstration park have product output respectively, and each system is connected with each other through the exchange of intermediate products and wastes, forming a relatively complete and closed eco-industrial network. The resources in the park are optimally allocated, the wastes are effectively utilized, and the environmental pollution is minimized. There are mainly two ecological chains in the park: one is sugarcane → sugar making → waste molasses → alcohol brewing → making compound fertilizer from alcohol waste liquid → returning sugarcane fields; Secondly, sugarcane → sugar making → bagasse papermaking → alkali recovery of pulping black liquor; In addition, there are fructooligosaccharides in the sugar industry (organic sugar); Sugar filter mud → cement and other smaller ecological chains. These ecological chains form a horizontal coupling relationship with each other, forming a network structure to some extent. There is no concept of waste in logistics, only the concept of resources. All links have realized the full enjoyment of resources and turned the negative benefits of pollution into positive benefits of resources.
