Measures for the implementation of wage standards for community workers (for Trial Implementation)

First, the purpose of unifying the wage standard of community workers

Community workers are an important force in grass-roots social governance and service. In order to ensure the speed and efficiency of grass-roots work, solve some shortcomings in the construction of community workers' team in our city as a whole, and change the status quo of different wage standards, low level and no wage growth mechanism for most of them, we are now formulating unified wage standards for community workers and establishing a hierarchical management and moderate growth mechanism.

Two, the implementation scope of unified community workers' wage standards

The term "community workers" as mentioned in these Measures refers to full-time members of community party organizations and residents' committees (hereinafter referred to as members of the "two committees" of the community), and full-time personnel engaged in grass-roots party building, community management and service work (hereinafter referred to as full-time community workers) recruited by the municipal, district organization departments and civil affairs departments.

Third, the wage standard of community workers.

The salary income of community workers includes basic remuneration, attendance allowance and performance rewards on rest days and legal holidays.

(1) basic remuneration

In order to reflect the rationality and fairness of the salary standard, the basic salary of community workers consists of four parts: post salary, salary scale salary, work subsidy and reserved salary, considering the factors such as education, professional qualification, length of service and post.

1. post salary: community workers will be paid according to their posts. The monthly post salary standard is 3,400 yuan for the community chief, 3 100 yuan for the community deputy, 2,800 yuan for the members of the "two committees" and full-time party building workers except the chief and deputy, and 2,500 yuan for other community full-time workers. The community chief includes the secretary of the community party organization and the director of the community neighborhood Committee, and the community deputy includes the deputy secretary of the community party organization and the deputy director of the community neighborhood Committee. The webmaster and deputy webmaster of the community work service station shall perform post salary according to the community leader and deputy webmaster respectively.

If the post of community workers changes, the post salary of the new post will be implemented.

2. Salary scale: mainly reflects the work performance and qualifications of community workers.

In the new community, community workers will calculate the starting salary scale according to the actual work before joining the community (the effective time of the labor contract) and the years of paying the old-age insurance. Every 12 months is one year, and it is sent to 40 yuan every year; 12 months unpaid, 7 months or more shall be counted as 1 year, and less than 7 months shall be counted as half a year.

After joining the club, the salary scale is determined according to the working years and the annual assessment results. Community workers whose annual assessment results are qualified or above will be given an annual salary increase of 1 (see the attached table for details) and an annual salary increase of 1 the following year after the annual assessment. The assessment results of community workers are unqualified or basically qualified, and the salary scale will not be increased.

Before joining the community, you have worked in the "two committees" of the community or village in this city, and the working years of the "two committees" of the community or village can be calculated according to the salary scale after joining the community. Other community work experience before joining the community is calculated according to the starting salary scale.

3. Work subsidies: including academic subsidies and vocational subsidies.

Those who have obtained diplomas or degrees of junior college, undergraduate, master and doctor recognized by the state will be given 100 yuan, 200 yuan, 300 yuan and 500 yuan respectively.

Those who have obtained the professional qualification certificates of junior, intermediate and senior social workers recognized by the state will be given monthly vocational subsidies in 200 yuan, 400 yuan and 600 yuan respectively.

If the academic degree or professional qualification changes, the work subsidy will be implemented in the month when the new academic degree certificate or professional qualification certificate is obtained.

4. Retained salary: the original salary of community workers is lower than the salary approved in accordance with the Implementation Measures, and it is adjusted to the salary approved in accordance with the Implementation Measures; The original salary of community workers is higher than the salary approved in accordance with the "Implementation Measures", and the higher part is turned into reserved salary, and the salary scale that increases year by year is written off year by year until the write-off is completed.

(2) Work-study allowance on rest days and statutory holidays

For community workers who work in shifts on rest days and statutory holidays, compensatory time off should be arranged and attendance subsidies should be given on rest days. Pay more for more work, and the same subsidy standard applies to different positions. The specific payment standards and measures shall be determined and implemented by each district.
