chapter I general provisions article 1 these measures are formulated in accordance with the road traffic safety law of the people's Republic of China, the fire protection law of the people's Republic of China and other relevant laws and regulations, and in combination with the actual situation of this municipality, in order to strengthen the management of electric bicycles, ensure the safety, smoothness and order of road traffic, and safeguard the personal safety, property safety and other legitimate rights and interests of the people. Article 2 The term "electric bicycle" as mentioned in these Measures refers to a two-wheeled bicycle that meets the relevant national standards, uses the vehicle-mounted battery as an auxiliary energy source, has pedaling ability, and can realize the function of electric assist or electric drive. Article 3 These Measures shall apply to the production, sale, registration, traffic, parking, charging and related management activities of electric bicycles within the administrative area of this Municipality. Article 4 The management of electric bicycles shall follow the principles of ensuring safety, facilitating the masses, source management, and coordinated management. Article 5 The people's governments at the municipal and county levels shall strengthen their leadership over the management of electric bicycles, establish a coordination mechanism for the management of electric bicycles, urge relevant departments to perform their duties of supervision and management according to law, and ensure that the management of electric bicycles is compatible with economic construction and social development.

the town people's government and sub-district offices shall, in accordance with their duties, urge the units within their jurisdiction to implement the traffic safety and fire safety responsibilities of electric bicycles. Villagers' committees and residents' committees shall assist in relevant work. Article 6 The traffic administrative department of the public security organ shall be responsible for road traffic safety management such as registration and traffic of electric bicycles.

the market supervision and management department is responsible for the supervision and management of the production and sales of parts such as electric bicycles and chargers, and the compulsory product certification of electric bicycles.

the road management department is responsible for supervising and managing the planning and construction of non-motor vehicle lanes in accordance with the regulations, integrating existing road resources and improving the road network of non-motor vehicles.

The urban management and comprehensive law enforcement department is responsible for supervising and managing the behavior of electric bicycle parking that affects the city appearance and environmental sanitation.

the emergency management department shall supervise and manage the fire safety of electric bicycles according to the regulations, and the fire rescue agency shall be responsible for the implementation.

the competent department of ecological environment is responsible for the supervision and management of the collection, storage, disposal and utilization of used batteries for electric bicycles.

administrative departments and institutions such as transportation, housing and urban-rural construction, natural resources, industry and informatization, development and reform, banking and insurance supervision and management shall do a good job in the management of electric bicycles according to their respective responsibilities. Article 7 The relevant trade associations of electric bicycles shall strengthen industry self-discipline, formulate industry rules, standardize members' behaviors, and assist relevant administrative departments in the management of electric bicycles. Eighth units and individuals are encouraged to carry out voluntary activities on road traffic safety of electric bicycles under the organization of the traffic management department of the public security organ. Article 9 People's governments at all levels and their relevant departments shall publicize the relevant provisions of electric bicycles through traditional media such as television, radio, newspapers and new media platforms, and enhance citizens' awareness of traffic safety and fire safety.

organs, enterprises, institutions, social organizations and other organizations shall publicize and educate the personnel of their own units on the traffic safety and fire safety of electric bicycles.

Education administrative departments and schools should incorporate the safety education of electric bicycles into the content of legal education.

news, publishing, radio, television and other units should carry out public welfare publicity on the laws, regulations, rules and safety knowledge of electric bicycle management. Article 1 The traffic administrative department of the public security organ shall use modern information technology such as big data and artificial intelligence to improve the information management level of electric bicycles. Chapter II Management of Production and Sales Article 11 Electric bicycles produced and sold shall meet the current national standards; The production, sale, maintenance and replacement of chargers, batteries and other parts of electric bicycles and the production and sale of safety helmets shall comply with the relevant provisions of relevant national standards and industry standards. Article 12 The production of electric bicycles shall entrust a certification institution designated by the state to carry out compulsory product certification, obtain a compulsory product certification certificate, and mark the compulsory product certification mark as required.

sellers of electric bicycles should sell electric bicycles that have obtained the national compulsory product certification, and issue sales invoices for electric bicycles according to regulations.

the market supervision and management department shall disclose to the public the inquiry channels of information about obtaining compulsory product certification for electric bicycles. Article 13 A seller of electric bicycles shall establish and implement a system of incoming goods inspection and acceptance, and verify the conformity certificate and other marks of electric bicycles. (2) changing the motor, battery and other components that affect the safety performance of the vehicle;

(3) assembling electric bicycles;

(4) other acts of installation and modification that affect the traffic safety of electric bicycles as stipulated by laws and regulations.
