. 1. Organizational Leadership
This talent introduction work follows the principles of openness, equality, competition, and merit selection, and implements an employment mechanism of open positions, voluntary application, and merit-based selection. Under the unified leadership of the Recruitment Working Group of the Talent Work Leading Group of the Ding County Party Committee (hereinafter referred to as the "County Recruitment Working Group"), it will be organized and implemented in conjunction with various talent introduction units and competent departments.
II. Introduction Plan
This time it is planned to introduce 15 positions of high-level and urgently needed professional talents in public institutions and 20 people. For specific introduction positions, please refer to the "List of positions for the public introduction of high-level and urgently needed professional talents in public institutions at the 10th Guizhou Talent Expo in Guiding County in 2022" (hereinafter referred to as the "Position List") (Appendix 1), or log on to the Guizhou Talent Expo website Check.
3. Introduction conditions
(1) The introduction objects should meet the following conditions:
1. Have the nationality of the People’s Republic of China and support the Chinese people The Constitution of the Republic of China supports the leadership of the Communist Party of China and the socialist system.
2. Have good political quality and moral character, be honest and trustworthy, abide by laws and regulations, and have good professional ethics and professionalism.
3. Be in good health and have the physical conditions to perform the duties of this position normally.
4. Aged above 18 years old (born on or before April 14, 2004), under 35 years old (born on or after April 15, 1986). Among them, for those who have obtained a master's degree or above, the age is relaxed to 40 years old (born on or after April 15, 1981). 5. Have good professional quality, be familiar with relevant policies, regulations and industry development, and meet the academic, professional and other qualifications required for talent recruitment positions.
(2) The following persons are not allowed to apply:
1. Those who cannot adhere to the party’s basic line and cannot be consistent with the Party Central Committee on major political issues.
2. Those who have been criminally punished for crimes or have been dismissed from public office.
3. Those who have been punished by party or political disciplines and have not been relieved of the punishment.
4. The investigation for suspected violations of laws and disciplines has not yet concluded (case closed).
5. On-the-job staff of party and government agencies and public institutions, and on-the-job staff of state-owned enterprises who have not obtained the consent of the unit and the personnel department at or above the county level to apply for the examination by the deadline for registration.
6. As of August 2022, the service period of the "Special Position Plan for School Teachers in Rural Compulsory Education Stage" has not expired.
7. Active military personnel, full-time students who are not graduates of 2022.
8. Those who have been found to have committed fraud or other serious disciplinary violations in the recruitment examinations for civil servants at all levels or recruitment examinations for public institutions and are still within the period of inability to apply for the examination.
9. Being listed as the target of joint punishment for breach of trust according to law.
10. The avoidance relationship will be constituted after employment.
11. Those who do not meet the academic, professional and other qualifications required for the position.
12. Those who are not allowed to be employed as staff of public institutions according to laws and regulations.
Legal basis:
The high-level talents introduced in Article 4 of the "Implementation Measures for the Green Channel for the Introduction of High-level Talents in Guizhou Province (Trial)", except those specified in Article 3 of these Measures, Except for Category I talents, other talents should generally be under 55 years old. Those who are introduced on a flexible basis must work in Guizhou for no less than 3 months each year.
