I. Selected objects, conditions and preferential policies
(A) the choice of objects and conditions
Graduates of full-time ordinary colleges and universities in Jiangsu province with bachelor degree or above in normal education, non-normal education graduates with teacher qualification certificate, and graduates of ordinary colleges and universities outside Jiangsu province with bachelor degree or above in normal education. College graduates transferred to rural schools in northern Jiangsu should meet the following basic conditions:
1. Good ideological and political quality, love education.
2. Have a bachelor degree or above.
3. Volunteer to teach in rural township schools and obey organizational arrangements.
4. Poor students with excellent academic performance and graduates from counties (cities) with financial transfer payment in our province are preferred.
(2) Preferential policies
1. For college graduates transferred to teach in rural schools in northern Jiangsu, please refer to the Notice on Organizing College Graduates to Teach, Support Agriculture, Support Medicine and Help the Poor in Rural Grassroots (No.6 [2006] of the Central Organization Department) and the Notice on Implementing the Volunteer Service Plan for College Students in Northern Jiangsu jointly issued by the Organization Department and the Education Department of jiangsu provincial party committee. Their wages and local allowances are included in the county-level fiscal budget by the county (city) in accordance with the standards set by the state and local governments, and are paid in full and on time.
2. College graduates who are transferred to teach in rural schools in northern Jiangsu will participate in higher-level education to improve their academic qualifications, and priority will be given to admission under the same conditions. Those who meet the recommended conditions for exemption of rural education masters can be listed as recommended candidates.
3. College graduates who are transferred to teach in rural schools in northern Jiangsu (including those transferred in 2006, 2007 and 2008) shall be subsidized by the province according to the standard of 4600 yuan per person per year, and the subsidy will last for three years. Those who still teach in rural schools in the fourth year will continue to receive a subsidy of 4600 yuan/year for one year.

Second, the scope of services
In 2009, rural primary and secondary schools below the county level were selected in 34 economically weak counties in the province, namely Xuzhou (6): Fengxian, Peixian, Tongshan, Suining, xinyi city and Pizhou; Nantong City (3): Hai 'an County, Rudong County and Rugao City; Lianyungang City (4): Ganyu County, Donghai County, Guanyun County and guannan county; Huai 'an City (6): Chuzhou District, Huaiyin District, Lianshui County, Hongze County, Xuyi County and Jinhu County; Yancheng City (8): Yandu District, Xiangshui County, Binhai County, Funing County, Sheyang County, Dongtai City, jianhu county City and Dafeng City; Yangzhou City (2): Baoying County and Gaoyou City; Taizhou (1): xinghua city; Suqian City (4): Suyu County, Shuyang County, Siyang County and Sihong County.
Third, the plan indicators
In 2009, the control plan for sending outstanding university graduates to teach in rural schools was 3,000, including 650 in Xuzhou, 450 in Huai 'an, 550 in Yancheng, 500 in Lianyungang, 450 in Suqian, 0/50 in Nantong/KLOC, 0/50 in Yangzhou/KLOC and 0/00 in Taizhou.
Four. work arrangement
1. All colleges (departments), especially those with normal graduates, should attach great importance to this work as one of the measures to study and practice Scientific Outlook on Development and do practical things for students. Strengthen publicity, make full use of radio, internet and other media and post posters for extensive publicity, give centralized guidance to graduates of our college, make graduates understand the purpose, significance and relevant policies of this work, and educate, guide and encourage students to find jobs at the grassroots level.
2. The school is scheduled to hold an on-site consultation service activity of "Selecting Excellent University Graduates to Teach in Rural Schools" in the main campus and Zhongxiu campus on March 20th to provide on-site guidance for graduates.
3. The Education Department of Jiangsu Province is scheduled to hold a special job fair for selecting outstanding university graduates to teach in rural schools in 2009 at the College Admissions and Employment Guidance Service Center of Jiangsu Province (location: No.203, Shanghai Road, Nanjing) on March 28th. Colleges should guide students to register online, apply for jobs, print tickets and prepare for meetings. For details, please visit the activity area www.91job.gov.cn.
4. Please submit the register of students who have signed up to participate in the rural school teaching project (see annex for the style) to the school for filing in the Entrepreneurship Center before March 26, 2009.
