Is the Nature Reserve Administration a civil servant?

Not necessarily. Some protected areas will be recruited from other places, which belongs to the leadership recruitment and does not belong to civil servants. Nature reserves refer to land, land waters or sea areas that protect representative natural ecosystems, rare and endangered wild animals and plants and natural relics with special significance, and delimit certain areas for special protection and management according to law.
