What does the national new district mean?
I. National New District
It is a comprehensive functional area approved by the State Council to undertake the strategic tasks of major national development and reform and opening up. National New District is a newly developed, open and reformed metropolitan area established in China in the early 1990s.
The establishment, development and construction of the new district has become a national strategy. The overall development goal and orientation are planned and approved by the State Council, and the relevant special preferential policies and authorities are directly approved by the State Council. We will implement more open and preferential special policies within our jurisdiction, and encourage new districts to explore various institutional reforms and innovations.
After the reform and opening up in China from 65438 to 0992, the national new district became a new round of development, opening up and reform. Compared with the new district, the reform and opening-up pilot zone and related pilot zones (cooperation zones) approved by the State Council are larger in scale, including: Chengdu and Chongqing pilot zones for urban and rural planning, Wuhan and Changsha-Zhuzhou-Xiangtan pilot zones for comprehensive reform of resource-saving and environment-friendly society, Shanxi pilot zone for comprehensive reform of resource-based economy transformation, Ningxia inland open economy pilot zone, Wenzhou pilot zone for comprehensive financial reform, and Shenzhen Qianhai-Shenzhen modern service industry cooperation zone.
Regional policies have different emphases.
The national new district has the characteristics of reform first and trial first, and a new industrial cluster. By improving infrastructure, these new districts have more convenient transportation, better facilities, more prosperous economy and better environment, and are more attractive than the old districts, which can attract the economic elements of the old districts to transfer to the new districts and reduce the pressure on the old districts.

Regarding the establishment of relevant pilot zones (demonstration zones and cooperation zones), Xiao Jincheng believes that the main purpose is to carry out experiments to deepen the system reform and explore and accumulate experience for a wider range of reforms.
