2. Personnel Department

is responsible for the organization establishment, cadres and personnel of bureau organs and directly affiliated units; Organizing administrative commendation for environmental protection; Guide the reform and standardization of the administrative management system of environmental protection system; Responsible for post training and continuing education of cadres in environmental protection system; Responsible for the management of retired cadres of the bureau; Assist the district (city, county) to manage the leading cadres of the administrative department of environmental protection.

3. The supervision office

supervises and inspects the implementation of the Party's line, principles, policies, national laws, decrees, regulations and the decisions of the municipal party committee and municipal government by the party group and its members in the unit where it works, the party organizations and their members in the subordinate units, the administrative leaders and other leading cadres; To guide the discipline inspection and supervision work of the bureau system; Assist the party and government leading bodies of the unit to do a good job in building a clean and honest government and correcting unhealthy practices in departments and industries; In conjunction with relevant departments, educate party member and cadres on building a clean and honest government; To supervise and inspect the implementation of the responsibility system for building a clean and honest government by the units and subordinate units; Supervise and assist the unit to formulate and improve the measures for the prevention and control of corruption in this organ and subordinate units; Accepting complaints and appeals from disciplinary inspection and administrative supervision objects, and investigating and handling cases in which disciplinary inspection and administrative supervision objects violate party discipline and political discipline; Complete other tasks assigned by the Municipal Commission for Discipline Inspection, the Municipal Supervision Bureau and the party group and administrative leaders of the unit.

4. Development and Construction Environment Management Office

Formulate the policies, regulations and rules of the city's development and construction environment management and supervise their implementation; Centralized management of environmental impact assessment of development and construction projects and supervision of the implementation of the "three simultaneities" system of environmental protection, responsible for the review of environmental impact reports (tables) and registration forms of development and construction projects and technical transformation projects authorized by the municipal administration and the provincial bureau and the "three simultaneities" management; Organize the implementation of environmental impact assessment of regional development and construction such as municipal economic development zones and new urban areas.

5. The Science and Technology Department

organizes the implementation of technical standards for environmental protection; Responsible for the implementation, supervision and management of national and provincial environmental standards; Assist in handling the environmental management system; Responsible for environmental monitoring and management, and organize the preparation of environmental quality reports; Organize and coordinate scientific research and technology introduction of environmental protection; Organize major scientific and technological research and technical demonstration work on environmental protection; Assist in the declaration of environmental labels; Assist in the implementation of environmental protection qualification accreditation; Organize environmental protection scientific research projects and achievements declaration; Participate in the formulation of environmental protection industrial policies, development plans and technical standards for environmental protection products; Guide and promote the development of environmental protection industry; Responsible for the foreign affairs management of environmental protection in the city; Responsible for the introduction of foreign capital for environmental protection and the management of foreign economic and technological cooperation projects.

6. The Pollution Control Department

formulates and supervises the implementation of the city's laws and regulations on the prevention and control of air, water, noise, radioactivity, electromagnetic radiation, solid waste and toxic chemicals; Organize the implementation of environmental management systems such as sewage declaration and registration, sewage permit, pollution source treatment within a time limit, and discharge up to standard. Participate in environmental management systems such as hazardous waste business license, import and export registration and approval of toxic chemicals, and administrative agency implementation; Organize the implementation of environmental protection target responsibility system; Responsible for the quantitative assessment of comprehensive improvement of urban environment; Organize the preparation of environmental functional zoning; Organize the implementation of the total pollutant discharge control plan; Organize the formulation and supervision of the implementation of pollution prevention and control plans for key river basins and key areas in the city; Responsible for environmental management of township enterprises; Participate in the investigation and handling of pollution accidents; Participate in the acceptance of environmental protection facilities of industrial pollution projects; Responsible for the city's cleaner production project approval and cleaner production promotion; Organize the implementation of motor vehicle pollution prevention and control work; Handling the import and export licensing of wastes that can be used as raw materials; Responsible for radiation environment and radioactive waste management; To undertake the relevant work arranged by the leading group of "one control and two standards" for municipal environmental protection.

7. The Policy and Regulation Department

organizes the formulation of the city's environmental protection policies, regulations and rules; Responsible for the coordination, examination and approval of special laws, regulations and normative documents on environmental protection; Responsible for environmental protection administrative punishment, administrative reconsideration and responding to lawsuits; Organize environmental protection law enforcement inspection; Responsible for the supervision of environmental protection administrative law enforcement and the handling of bills and proposals; Review, handle and manage the city's environmental protection law enforcement certificates.

8. The Natural Ecological Protection Department

organizes the implementation of natural ecological protection laws, regulations and plans; Supervise and manage nature reserves, and put forward suggestions for examination and approval of new nature reserves at or above the municipal level; Supervise and inspect the environmental protection work of various types of nature reserves, scenic spots and forest parks; Participate in the inspection of biodiversity protection, wildlife protection and rare and endangered species protection; Participate in the supervision of environmental protection in natural resources development activities, and organize the investigation and handling of ecological damage accidents; Participate in the examination and approval of construction projects and the acceptance of environmental protection facilities with the impact of natural ecological environment as the main factor; Participate in guiding and supervising the reclamation of mining areas, restoration and improvement of ecological damage, and prevention and control of rocky desertification; Responsible for rural ecological environment protection; To guide the construction of ecological demonstration zones and ecological agriculture in the whole city; Participate in the evaluation of nature reserves.

9. The Comprehensive Planning Department

organizes the preparation of the city's environmental protection plans and plans, and is responsible for the coordination, review and approval of special environmental protection plans; Review the contents of environmental protection in the overall urban planning; Draw up the city's total pollutant discharge control plan and cross-century green project planning and organize their implementation; Responsible for environmental statistics, environmental information and environmental status bulletin.
