After nine supporting documents, such as Zhong Fa [2011] No.5 "Guiding Opinions of the Central Committee of the State Council on Promoting the Reform of Institutions by Classification" and the State Council [2011] No.37, were issued, geological prospecting units immediately responded, and most of them indicated that they should be classified as public welfare, preferably public welfare. If classified as public welfare, only a few geological prospecting units are willing to be classified as undertakings, and many geological prospecting bureau organs without administrative functions are also required to be classified as administrative. Uranium geological units need special policies and Tibet geological units need special consideration. The so-called special is to hope that the government will do more.

According to the Joint Investigation Report on Classification Reform of State-owned Geological Prospecting Units in 19 provinces (autonomous regions and municipalities) by 6 research groups of 8 ministries and commissions, 52 geological prospecting units in Guangdong, Zhejiang, Chongqing and other places where the classification reform of public institutions was piloted were classified as public welfare, among which 3 geological prospecting bureaus in Guangdong were classified as administrative. There are four geological prospecting units in Zhejiang listed as management. Shanxi classified coal and geological prospecting teams as management, but after listening to the reflection of geological prospecting units in the investigation, they were also changed to public welfare. 15 of the other 230 geological prospecting units in non-pilot provinces (autonomous regions and municipalities), 20 1 suggestions are classified as public welfare, and only 1 suggestions are classified as undertakings. The main reason is: at present, under the premise that various policies such as mining rights allocation, land degradation, financial support, tax relief, housing subsidies, and endowment insurance have not been put in place, operating assets lack accumulation and do not have the conditions to be converted into production and operation. Especially in the context of the comprehensive promotion of the strategic action of prospecting breakthrough, the geological work of public welfare should be strengthened, the geological prospecting units should give full play to the role of the main force, and the main body of geological prospecting units should be classified as public welfare.

It should be said that the above two reasons are objective. In particular, the Outline of Strategic Action for Prospecting Breakthrough (20 1 1-2020), which was fully approved by the state, has a strong appeal. How can a state-owned geological prospecting unit, which has been used to the tradition of "three honors" in central finance for decades, not listen to the call? It is worth noting that some geological prospecting units that have been planning to turn into enterprises, and even the geological prospecting bureau that has publicly announced in the newspaper that it will turn into enterprises on 10, have all returned. Judging from the expectation of the classification of public institutions, some geological prospecting units hope to be classified as public welfare, mainly serving the country and stabilizing their work, and would rather endure poverty. Some hope to be classified as public welfare category II, with high operating freedom, tight work and good treatment.

Since the localization of geological prospecting units, the main reform path is to "wear a career hat and take the road of enterprise", which not only makes it impossible for public welfare geological work and commercial geological work to run separately, but also makes geological prospecting units content with the status quo because of financial support, which mostly interrupts the process of enterprise, especially with the comprehensive promotion of geological prospecting strategic actions, which leads to the overwhelming majority of geological prospecting units demanding to return to public welfare institutions and shelving the reform process.

20 1 1 Shaanxi province has adopted different reform methods for provincial geological units. Based on the Provincial Bureau of Coal Geology, we absorbed the Geological Survey Institute of the Bureau of Geology and Mineral Resources, recruited the required talents from local geological prospecting units, and established the Shaanxi Geological Survey directly under the provincial government. At the same time, other localized geological prospecting units are required to commercialize or prepare for commercialization, mainly by means of joint venture between geological prospecting units and mining enterprises. However, the Provincial Bureau of Geology and Mineral Resources said it was unacceptable.

It is considered that the change of social demand, especially resource demand, is the main basis of geological work reform, and the "career cap" is the core to solve the reform dilemma of geological prospecting units, which shields the internal motivation of modern enterprise system and weakens the competitive cultivation mechanism. It is suggested that the competent department of geological prospecting industry should strengthen the reform of top-level design, promote cross-regional industry reorganization, change the situation that the overall scale of geological prospecting units is too large, but the individual is small and scattered, and form a joint-stock large-scale mining enterprise integrating exploration and mining.
