1. Application conditions
(1) Those who have the following qualifications can apply:

The age for fresh master's degree students and doctoral students (non-employed) in 2020 can be relaxed to under 40 years old (born after March 1, 1979). 7. Have permanent residence registration in Ningxia Hui Autonomous Region (obtained before July 13, 2020). The following seven categories of people are not subject to Ningxia household registration restrictions:

(2) 2020 fresh graduates from ordinary universities in Ningxia;
(3) fresh graduates from ordinary universities outside the region and previous graduates from Ningxia students ("place of origin" refers to the place of permanent residence of the applicant before being admitted to a regular university);
(4) Those with postgraduate education and a master's degree or above;
( 5) Those who have a legal professional qualification certificate and are applying for positions such as assistant judges in the court system and assistant prosecutors in the procuratorate system that require legal professional qualification certificates;
(6) Parents or spouses on July 13, 2020 Persons who have recently obtained Ningxia household registration (parents include parents-in-law, parents-in-law, I and my spouse must register their marriage before July 13, 2020);

8. Possess other qualifications required for the position to be applied for:
(1) To apply for the position of "with more than 2 years of grassroots work experience", you must have worked at the grassroots level for a total of 2 years More than 2 years;
(2) To apply for the targeted recruitment position for "Three Project Personnel", you must have served in Ningxia for 2 years and passed the assessment. 9. Other conditions stipulated by laws and regulations.
(2) The following persons are not allowed to apply:
1. Those who have received criminal punishment for crimes;
2. Those who have been expelled from the Communist Party of China ;
3. Those who have been dismissed from public service;
4. Civil servants who have been dismissed for less than 5 years (including staff in units managed by the Civil Servant Law);
5. Those who have been listed as targets of joint punishment for breach of trust in accordance with the law;
6. Those who have been found to have committed disciplinary violations during the civil servant recruitment examination and are still in the period of suspension;
7. New Those who are employed as civil servants (including staff in units managed with reference to the Civil Servant Law) have not completed the minimum service period of 5 years (including the probation period); those whose service period has not expired or who are currently undergoing targeted training for grassroots political and legal police personnel;

10. 11. 2. Registration method
(1) Admission position inquiry

When applicants need consultation on the majors, academic qualifications, degrees and other qualifications required for the position they intend to apply for, they can contact the recruitment agency directly (the contact number of the recruitment agency is listed in the "Position List") . Applicants need to distinguish whether the professional requirements of the position are "subject categories", "professional categories" or "specific majors" when applying. Whether the major meets the job requirements is based on the graduation certificate, and the degree certificate is not used as the basis for determining the major.
(2) Registration method

(3) Registration time
Applicants can log in to the registration website to register from 9:00 on July 13, 2020 to 18:00 on July 21, 2020. Among them: The registration time for police positions in the political and legal system that require physical fitness testing is from 9:00 on July 13 to 18:00 on July 15, 2020. The online registration system will be temporarily closed at 18:00 on July 15. After extracting the data of applicants who participated in the physical fitness test, it will be reopened at 10:00 on July 16 and will be closed on time at 18:00 on July 21. No additional registration will be made after the deadline. The registration status of each position will be announced at 10:00 am every day for the reference of applicants.
Special reminder: The physical fitness test for police positions in the political and legal system is from July 17th to 19th. (4) Registration Procedure
1. Enter the registration system. After clicking "Online Registration" on the homepage of the Ningxia Personnel Examination Center website, select "Ningxia 2020 Examination Recruitment of Civil Servants".
2. User registration. When registering, you must accurately fill in your name and ID number, and keep your username and password properly.
3. Upload photos. After the registration is completed, upload the photos that have been reviewed and automatically generated by the "Personnel Examination Photo Review and Processing Tool" software. The "Personnel Examination Photo Review and Processing Tool" software can be downloaded from the "Download Center" on the homepage of the Ningxia Personnel Examination Center website. Please be sure to read the readme.doc file carefully after decompressing it. The photos uploaded must be full-face, bareheaded ID photos taken after January 1, 2020.
4. Fill in the registration information. Carefully read and "accept" the "Application Instructions" and "Integrity Commitment Letter", fill in your registration information completely and truthfully as required, and click the "Confirm" button to submit. Each applicant can only apply for one position.
The identity document used during registration and examination must be consistent.
Applicants are responsible for the authenticity and accuracy of the information submitted. Anyone who does not enjoy the bonus point policy due to omission of extra point information will no longer receive bonus points; anyone who provides false application materials and bonus point information will be disqualified once verified. 5. Check the results of the preliminary qualification review. The preliminary examination of qualifications is the responsibility of each recruitment agency. Applicants should log in to the registration website to check the results of the preliminary review of qualifications one working day after submitting the application (candidates who registered on the last registration day should check the results of the preliminary review in time on the same day). 6. Physical fitness assessment. Applicants who apply for the position of police officer in the political and legal system must first register online and take the physical fitness test in accordance with relevant regulations (those who apply for the position of prison doctor are not required to take the physical test). Those who fail the physical fitness test can apply for other positions that do not require a physical fitness test before the deadline for registration. Please pay attention to the registration website announcement for the specific time and location of the physical fitness test.
The physical fitness assessment is in accordance with the "Physical Fitness Assessment Items and Standards for the Recruitment of People's Police by Public Security Organs (Interim)" (Ministry of Human Resources and Social Security [2011] No. 48), and the National Civil Service Bureau's "About Clarifying the Number of Physical Fitness Assessments for People's Police in Public Security Organs" The relevant requirements of "Letter from the Public Affairs Bureau [2012] No. 1" shall be implemented. If any of the three items of the physical fitness test fails or violates the rules, it will be deemed as a failure in the physical fitness test. The number of assessments for the 10-meter × 4 round-trip run shall not exceed 2 times, the number of assessments for the men's 1000-meter run and the women's 800-meter run shall be once, and the number of assessments for the vertical jump and touch height shall not exceed 3 times.
Recipients of physical fitness assessment must strictly abide by relevant regulations and complete each assessment independently and item by item. Before participating in the physical fitness test, you must ensure that you are in good physical condition. If there is an accident due to physical health reasons, you will be responsible for the consequences. If you have any objection to the physical fitness assessment results of yourself or others, you should file a complaint or report to the physical fitness assessment organizing unit within 60 minutes of the occurrence of this assessment item. The organizing and implementing unit shall accept the case on the spot and will not deal with it after the time limit. Anyone who violates the relevant regulations on physical fitness assessment by impersonating, committing fraud, etc. will be disqualified from applying and will be dealt with in accordance with relevant regulations.
7. Pay online. After passing the preliminary qualification review, the application fee should be paid through online banking before 24:00 on July 23, 2020. The application fee is 100 yuan per person. Those who fail to pay the fee by the due date will be deemed to have given up their qualifications.
Rural extremely poor people and urban minimum living allowance people who apply for exemption from application fees must complete relevant procedures before 18:00 on July 21, 2020. For specific application procedures, please refer to the relevant answers in the "Application Instructions".
8. Result confirmation. After the payment is successful or the payment exemption procedure is completed, the registration result will be officially confirmed, and no further adjustment to the applied position is allowed.
9. Print the admission ticket online. Applicants must log in to the registration website to print the admission ticket within one week before the written test. If the admission ticket is not printed after the deadline or is lost, which affects the ability to take the exam, the applicant shall bear the responsibility.
The written examination opening ratio (the ratio of the number of valid applicants for the position to the number of recruitment places) is 5: 1. Targeted recruitment positions, special positions with strong professionalism and a small number of students, and recruitment positions in difficult and remote areas can Appropriately reduce the exam opening ratio, and the minimum should not be less than 3:1 (the written exam opening ratio for highly professional positions such as forensic doctors in the public security system and prison doctors in the judicial system should not be less than 2:1). 3. Written test
(1) Written test content
The written test includes public subjects and professional subjects, and the test content reflects the principle of classification and grading.
The public *** subjects are "Administrative Vocational Aptitude Test" and "Application Theory", each worth 150 points. The examination paper of "Applying Papers" is graded. Paper A is used for autonomous region-level positions, paper B is used for city and county-level positions, and paper C is used for township (street)-level positions. All applicants are required to take a written examination in public subjects.
Applicants for law enforcement service positions, forensic doctor positions and prison doctor positions in the judicial system in the district’s public security system must also take a professional subject examination worth 150 points (if the total score on the paper is 100 points, the total score will be calculated When the professional subject score is multiplied by 1.5).
(2) Written test time and place
The written test will be held on August 22 and 23, 2020:

(3) Calculation of written test scores
The written test score is the sum of the scores of the "Administrative Vocational Ability Test" and "Application Theory". The written test scores for additional professional subject positions are converted into a composite based on the proportions of the scores in the three subjects.
(4) Bonus points for the written test
Applicants who meet the conditions for bonus points for the written test will be given extra points when calculating the total score of public subjects. The specific standards are as follows:
1. The spouses and children of martyrs will receive 20 points;
2. The spouses and children of people’s policemen who sacrificed their lives in the line of duty will receive 10 points;
3. Ethnic minority candidates add 5 points.
The cumulative bonus points for the same applicant shall not exceed 20 points.
(5) Score Inquiry
After the written test marking is completed, applicants can log on to the Ningxia Personnel Examination Center website to check the written test scores, rankings and minimum passing scores.
(6) Written examination passing score line and interview opening ratio
After the written examination results are released, the autonomous region’s unified civil servant examination leading group will delineate the passing score line based on the examination situation. The interview-to-test ratio (the ratio of the number of people interviewed for the position to the number of recruitment places) is 3:1 (where the recruitment quota is 3 or more, the interview candidates will be determined according to the ratio of 2:1), and the written test scores (including bonus points) ) Those with lower than the passing score will not be allowed to participate in the interview. IV. Qualification review
(1) Before the interview, each recruitment agency collects relevant materials from the candidates who plan to participate in the interview, and the Autonomous Region Civil Service Bureau, together with relevant departments and recruitment agencies, collects Qualification review will be conducted (applicants for positions exempt from interview will also be reviewed for qualifications). (3) The qualification review of applicants runs through the entire admission process. Any applicant who is found to be unqualified for the examination will be disqualified from taking the examination at any time.
5. Interview
(1) The interview will be organized and implemented by the Autonomous Region Civil Service Bureau. The specific time and location will be announced on the Ningxia Party Building website and the Ningxia Personnel Examination Center website.
(2) No replacement will be made 2 working days after the list of interviewees is announced.
(3) Depending on the characteristics of the recruitment position, the interview will be conducted in a structured or leaderless group discussion, with a full score of 150 points.
Applicants who apply for the position of forensic doctor in the public security system or the position of prison doctor in the judicial system will not be interviewed.
(4) There is no qualifying line for interview scores, but those who participate in the interview in a 1:1 ratio must have an interview score of 90 or above to obtain the physical examination qualification.

6. Calculation of the total exam score
(1) The calculation method of the total exam score for ordinary positions (without testing professional knowledge) is:

The total test score shall be rounded to two decimal places.
After the interview and professional knowledge examination, the candidates for the physical examination will be determined in a 1:1 ratio in order of the total scores of the candidates for each position from high to low. If the total test scores for the same position are the same, the candidate for the physical examination will be determined based on the written test scores for public service subjects from high to low; if the written test scores for public service subjects are the same, the candidates for the physical examination will be determined based on the administrative vocational ability test scores from high to low. Those with lower scores will determine the candidates for the physical examination; if the scores on the Administrative Vocational Aptitude Test are the same, an additional test will be organized.
7. Physical examination and inspection
(1) The physical examination shall be conducted at a medical institution designated by the Autonomous Region Civil Service Bureau. The physical examination standards strictly follow the "General Physical Examination Standards for Civil Servant Recruitment (Trial)" (Ministry of Human Resources and Social Security [2016] No. 140). Police positions, on-site inspection positions and food inspection supervision positions in the political and legal system are subject to the "General Physical Examination Standards for Civil Servants Recruitment (Trial)" (Ministry of Human Resources and Social Security [2016] No. 140) and the "Special Physical Examination Standards for Civil Servants Recruitment (Trial)" (Ministry of Human Resources and Social Security) Issue [2010] No. 82). Those who have passed the physical examination will be included in the scope of the organization's inspection.
If a position becomes vacant due to failure in the physical examination or voluntarily giving up the physical examination qualification, the position will not be filled.

If a person is under investigation for suspected violations of laws and disciplines, or is suspected of violating laws and crimes and the judicial process has not yet concluded, the conclusion of the investigation may be postponed. If the above-mentioned investigation or judicial proceedings have not been concluded within 90 days from the date of suspension of the investigation conclusion, the employment process shall generally be terminated. If a position becomes vacant due to failure to pass the inspection or voluntarily giving up the qualification for inspection, the position will no longer be filled.
8. Publicity, Recruitment Approval
(1) The list of personnel to be recruited will be published on the Ningxia Party Building Network and Ningxia Personnel Examination Center Network for 5 working days. In case of combined position recruitment, the recruitment agency will organize candidates to openly and independently select specific positions according to the overall score ranking.
(2) Announce the candidates who have no objections after the publicity period and go through the approval and recruitment procedures. If problems affecting the recruitment are reported and substantive evidence is found, the candidate will not be hired; if the problems reported are difficult to verify at the moment, the recruitment will be suspended until a decision is made on whether to hire the candidate. If the hired person fails to report within the deadline (within 20 working days from receiving the recruitment notice) without justifiable reasons, the recruitment qualification will be cancelled. Positions vacant after cancellation will not be filled.
The management of newly recruited civil servants shall be implemented in accordance with the "Probation Period Management Measures for Newly Recruited Civil Servants (Trial)" (Ministry of Human Resources and Social Security [2011] No. 62) of the Organization Department of the Central Committee of the Communist Party of China and the Ministry of Human Resources and Social Security. The probation period for newly hired civil servants is 1 year. Those who pass the examination at the end of the probation period will be appointed and registered as civil servants in accordance with the procedures; those who fail to pass the examination will be cancelled.
9. Service period
The minimum service period for newly recruited civil servants in the recruiting agency is 5 years (including probation period). Civil servants who have not completed their minimum service period are not allowed to move without approval from the Autonomous Region Civil Service Bureau. Personnel to be recruited for targeted recruitment positions for "Three Project Personnel", "Retired College Student Soldiers", "Retired Soldiers" and "Local Enterprise Staff", for recruitment positions with local household registration or student sources, and for township recruitment positions must communicate with the employer and civil servants at the same level The competent department shall sign an "Agreement on the Minimum Service Years of Newly Recruited Civil Servants" with a term of 5 years; those who do not sign a service agreement will not be hired and will be treated as voluntarily giving up.
10. Notes
