Energias9, a private consortium led by Tecnicas Reunidas of Spain, submitted a 20-year oil refining plan worth 40 billion US dollars, aiming at turning Panama into a Latin American oil refining and petrochemical center.

Energias, including private investors from the United States to Asia, plans to build oil refineries, petrochemical plants and a 56-mile (90-kilometer) long oil pipeline through the Panama Canal.

The refining capacity of the project will reach 2 million barrels per day, and 3 million tons of petrochemical products, including polymers and fertilizers, will be produced every year.
