The social security number is 18 digits. The social security card is the electronic certificate where the cardholder enjoys the rights and interests of social security and public employment services. It records the basic identity information, insurance information and payment records of the insured, and has the basic functions of information recording, information inquiry and business handling.

To apply for the issuance of social security cards, the following materials shall be submitted:

1. Fill in a complete application form for the issuance and registration of social security cards;

2. Preparation for the issuance of social security cards;

3. Application fields and card application file structures that meet the requirements of national unified specifications (including partially expanded application fields and indicators);

4. Card surface style designed according to unified requirements;

The social security card adopts the unified card face style of the whole country, with the words "Social Security Card of the People's Republic of China" printed on the front and the cardholder's name, social security number, cardholder's photo, card issuing unit and other information printed on the back.

The production of file structure division, control key loading, card surface printing and personalized information writing in social security cards is organized and implemented by provincial social security card issuance management institutions; If the provincial level does not have the conditions for centralized production, it can be made by the issuing city or a third-party institution.

The third-party organization that undertakes the production of social security cards selected by the card-issuing area shall have a safe production environment that meets the requirements of Ministry of Human Resources and Social Security, have strict safety management measures in the process of data storage, transmission and use and card transportation, and can ensure the safety of social security card data and keys.

For initial business card printing and replacement of card suppliers and products, test cards must be made in a regular business card printing environment, and they can be formally made and distributed only after passing the standard compliance audit, safety audit and cross-regional universality test organized by the Office of Ministry of Human Resources and Social Security Informatization Leading Group.

Card-issuing areas should formulate a scientific and reasonable distribution process in accordance with the principle of convenience for cardholders, so as to facilitate cardholders to issue social security cards.
