Notice on the relevant procedural issues concerning the continuous length of service audit of employees in urban enterprises in our city

The human resources and social security bureaus of all districts and counties, the human resources and social security departments of all commissions and bureaus (group companies), and all relevant units:

In order to improve the basic old-age insurance system for employees of urban enterprises in our city, and further standardize the continuous length of service audit procedures for employees participating in old-age insurance, the relevant procedures for continuous length of service audit are hereby notified as follows:

First, new employees who participate in the basic old-age insurance for employees of urban enterprises need to conduct continuous length-of-service audit in accordance with the relevant provisions of the state and our city. They should first participate in the old-age insurance and pay the basic old-age insurance premium, and then the administrative department of human resources and social security (hereinafter referred to as the administrative department of human resources and social security) where their old-age insurance relationship is located will conduct continuous length-of-service audit according to the Tianjin Social Insurance Participation Certificate issued by the social insurance agency. After examination, the continuous length of service is regarded as the payment period of endowment insurance.

Two, the past has been continuous length of service audit but has not yet participated in the basic old-age insurance for urban enterprise employees, the original audit of continuous length of service should be re-examined. For those who meet the requirements of participating in the basic old-age insurance for employees of urban enterprises, they should first participate in the old-age insurance and pay the basic old-age insurance premium, and then the administrative department of human resources and social security where the old-age insurance relationship is located will re-verify the continuous length of service according to the "Tianjin Social Insurance Participation Certificate" issued by the social insurance agency, and continuously calculate the length of service in accordance with the relevant provisions of the state and our city.

Before applying for examination and approval, the original employer should first provide the social insurance agency where the old-age insurance relationship is located with the relevant original documents that it has participated in the old-age insurance before terminating or dissolving the labor relationship, and the social insurance agency will issue the certificate that it paid the basic old-age insurance premium on 1993. Then, the original employer holds the payment certificate issued by the social insurance institution, and reports to the administrative department of human resources and social security where the pension insurance relationship is located for continuous length of service review. After1October 1994 1, the personnel who terminate or terminate the labor relationship with the original employer shall also be handled according to the above principles.

Four, has participated in the basic old-age insurance for employees of urban enterprises and has been continuous length of service audit personnel, because within the administrative area of this Municipality flow or termination, termination of labor relations or transferred to the custody center and my file relationship has been transferred across counties, such as involving my continuous length of service correction and other issues, should be handled by the administrative department of human resources and social security where my file relationship is located.

Five, who need to review the continuous length of service in accordance with the relevant provisions of the state and the city, where the employer or filing institution, in addition to fill in the "Tianjin urban enterprise workers' continuous length of service approval form", also need to fill in the "Tianjin urban enterprise workers' continuous length of service review roster" (attached table) "Tianjin urban enterprise workers' continuous length of service review roster" in triplicate, and the county-level human resources and social security administrative department keeps two copies, one of which is stamped by the county-level human resources and social security administrative department. The social insurance agencies in the districts and counties take this as the basis for increasing the payment period of deemed old-age insurance together with the Approval Form for the Continuous Length of Service of Employees in Urban Enterprises in Tianjin.

Six, employers at all levels or file storage institutions must provide their own files, recruitment procedures, 1993 1 (after the implementation of the personal payment system for the basic old-age insurance fee in the industry in Tianjin Central Eleventh Industry Unit) and the original documents for registration when they apply for the continuous length of service examination for employees or archivists, and the district and county human resources and social security administrative departments take this as the basis for the continuous length of service examination.
