Article 1 These Measures are formulated to standardize the access, operation, security and exit management of electronic social security cards (hereinafter referred to as electronic social security cards) service channels and ensure the safety and efficiency of the whole process service of electronic social security cards.

Article 2 The electronic social security card service channel as mentioned in these Measures (hereinafter referred to as the channel) refers to the carrier that applies for access to the national social security card online identity authentication and payment and settlement service platform (hereinafter referred to as the national social security card service platform) and provides electronic social security card issuance and application services to the outside world. The specific forms are APP, WeChat official account, life number and applet.

Article 3 Channels are divided into six categories according to their subordinate units:

(1) people's social channels. Channels run by human resources and social security departments at all levels (hereinafter referred to as human resources and social security departments).

(2) government channels. Channels opened by other government departments at all levels except the human and social departments.

(3) National signing channels. Channels opened by units that have signed cooperation agreements on innovative application services of social security cards with Ministry of Human Resources and Social Security.

(4) Bank channels. Channels opened by other banks except those that have signed the Cooperation Agreement on Innovative Application Services of Social Security Cards with Ministry of Human Resources and Social Security.

(5) medical channels. Channels opened by hospitals and pharmacies.

(6) social channels. Other channels that do not belong to the first five categories.

Article 4 According to the way of channel management, it can be divided into two channels:

(1) Main channels. Direct access to the national social security card service platform.

(2) Secondary channels. Apply for access to the national social security card service platform through the first-level channels, reuse part of the basic service capabilities of the first-level channels, and the channels for direct management of the first-level channels and overall management of platform operators.

Fifth Ministry of Human Resources and Social Security Information Center is responsible for the overall management of electronic social security card channels. Provincial and municipal human resources and social informatization comprehensive management institutions are responsible for the management of electronic social security card channels within their respective jurisdictions. Platform operation is responsible for specific affairs related to channel management.
