Departmental responsibilities:

It formulates policies on urban and rural social insurance and its supplementary insurance and organizes their implementation; implements methods for the transfer of social insurance relations and provincial-level coordination of basic pension insurance; formulates normative documents on basic pension insurance for enterprises and public institutions; formulates, in conjunction with the relevant departments, a system for managing and supervising the social insurance and its supplementary insurance funds; compiles and reports on the draft proposals for the budget of the city's social insurance fund; and implements the policy on investment of the social insurance fund.
5. It is responsible for forecasting and early warning of employment, unemployment and the social insurance fund, as well as information guidance; it formulates response plans, implements prevention, regulation and control, and maintains the stability of the employment situation and the overall balance of income and expenditure of the social insurance fund.
