Unit social security arrears can only be transferred out after making up for them.

Social insurance refers to a social and economic system that provides income or compensation to a population that is incapacitated, temporarily out of work, or has suffered a loss due to health reasons.

The main programs of social insurance include pension insurance, medical insurance, unemployment insurance, work injury insurance, and maternity insurance.

Social insurance scheme is organized by the government, which forces a certain group of people to pay a part of their income as social insurance tax to form a social insurance fund, from which the insured can receive a fixed amount of income or compensation for their losses if certain conditions are met, it is a redistributive system, and its goal is to ensure the reproduction of material and labor force and the stability of society.

Article 57 of the Social Insurance Law of the People's Republic of China Article 57 An employer shall, within thirty days from the date of its establishment and on the basis of its business license, certificate of registration or seal of the unit, apply to the local social insurance agency for registration of social insurance. The social insurance agency shall examine and approve the application within fifteen days from the date of receipt of the application and issue the social insurance registration document.

If the employer's social insurance registration changes or the employer is terminated according to law, the employer shall, within thirty days from the date of change or termination, apply to the social insurance agency for change or cancellation of social insurance registration.

The market supervision and management department, the civil affairs department and the organization and establishment management organs shall promptly notify the social insurance agency of the establishment and termination of the employer, and the public security organs shall promptly notify the social insurance agency of an individual's birth and death, as well as of his or her hukou registration, relocation and cancellation.

Article 58 An employer shall, within thirty days from the date of employment, apply for social insurance registration with a social insurance agency for its employees. If the employer fails to apply for social insurance registration, the social insurance agency shall approve the social insurance premiums to be paid by the employer.

Individual industrial and commercial households without employees who voluntarily participate in social insurance, part-time employees who do not participate in social insurance with their employers, and other flexibly employed persons shall apply to the social insurance administrative organization for social insurance registration.

The State establishes a nationally unified individual social security number. The personal social security number is a citizen's identity number.
