Provincial and municipal social security agencies are responsible for organizing and guiding social security agencies at all levels in the region to carry out new rural insurance management services and coordinate the timely disbursement of financial subsidies; According to these regulations, formulate measures for the management of new rural insurance business in this region; Participate in the formulation of local new rural endowment insurance fund management measures and financial management rules; Formulate the internal control and audit system of the new rural endowment insurance in this region, and carry out internal control and audit work; Standardize the collection of insurance premiums, socialized distribution and management of pensions; Compile, summarize and report the financial, accounting and statistical statements of the new rural endowment insurance fund at the corresponding level; Organize personnel training and other work; Participate in the information construction and management of the new rural endowment insurance.
County (city, district, banner) level social security institutions are responsible for the new rural old-age insurance registration, insurance premium collection, fund allocation, fund management, personal account establishment and management, treatment approval and payment, insurance relationship transfer and connection, file management, card issuance, statistical management, consultation, inquiry and reporting. And guide, supervise and evaluate the business handling of township offices (referring to the direct implementation of the new rural insurance business at the prefecture level, the same below)
Township offices are responsible for the preliminary examination of the qualifications, basic information, payment information, treatment eligibility and relationship transfer qualifications of the insured. , input relevant information, and accept consultation, inquiry and report, policy propaganda and publicity.
Village co-organizers are specifically responsible for the collection and reporting of materials needed for new rural insurance registration, payment grade selection, treatment collection, relationship transfer and other business links. They are also responsible for distributing relevant materials to the insured, reminding the insured to pay on time, informing the insured to go through the formalities of receiving treatment, and assisting in the work of policy propaganda and interpretation, qualification certification for receiving treatment, thorough investigation, basic information collection and publicity of rural residents.
Article 4 The new agricultural insurance fund shall set up a separate bank account, which shall be accounted for separately, incorporated into the financial special account of the social security fund, and be managed by two lines of revenue and expenditure, with special funds for special purposes. No unit or individual may occupy or misappropriate the fund, and the fund balance shall be maintained and increased in accordance with the relevant provisions of the state.
