Only children who have applied for pediatric health insurance can be bound to their parents' health insurance. Non-working residents of the city who are under 18 years of age, non-city children and teenagers who are enrolled in the city's primary and secondary schools and childcare institutions and one of whose parents is participating in the city's social insurance for more than one year can participate in the second-tier health insurance.
