What does universal health insurance mean?

Legal analysis: National medical insurance in a broad sense refers to the basic medical insurance system established in accordance with the relevant provisions of the State Council, also known as social basic medical insurance. It is a social security system managed by the national medical insurance department and implemented by medical insurance departments at all levels.
