Main responsibilities of Jiangsu Provincial Department of Human Resources and Social Security

(a) the implementation of national human resources and social security development plans and policies and regulations, formulate the province's human resources and social security development plans and policies, draft local laws and regulations on human resources and social security, and organize the implementation, supervision and inspection.

(two) to formulate and organize the implementation of the province's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(III) To be responsible for promoting employment, formulating plans and policies for the development of urban and rural employment in the province, improving the public employment service system, formulating the employment assistance system, improving the vocational qualification system, coordinating the establishment of the vocational training system for urban and rural workers in the province, taking the lead in formulating the employment policy for college graduates in the province, and formulating the training and incentive policies for high-skilled talents and rural practical talents in the province jointly with relevant departments.

(four) to co-ordinate the establishment of a social security system covering urban and rural areas in the province. Coordinate the formulation and implementation of policies and standards related to urban and rural social insurance and supplementary insurance, implement the national unified social insurance relationship continuation method and the national overall planning method for basic pensions, coordinate the basic old-age insurance policies of government agencies and institutions in the province, and gradually improve the level of overall planning funds. In conjunction with relevant departments, formulate measures for the management and supervision of social insurance and supplementary insurance funds in the province, and prepare the draft budget and final accounts of social insurance funds in the province.

(five) responsible for the province's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to develop the province's organs, institutions, personnel wage income distribution policy, the establishment of organs, enterprises and institutions of normal wage growth and payment security mechanism, formulate organs, enterprises and institutions of personnel welfare and retirement policies.

(7) To guide the personnel system reform of institutions in the province in conjunction with relevant departments, formulate management policies for institutions and their staff, participate in talent management, organize the implementation of key talent projects and project plans, formulate policies for professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, improve the postdoctoral management system, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract experts and overseas students to work or settle in the province.

(8) jointly with relevant departments, formulate policies and plans for the resettlement of demobilized military cadres in the province and organize their implementation, be responsible for the education and training of demobilized military cadres, implement the central and provincial policies on the difficulties and stability of demobilized military cadres in some enterprises, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(nine) responsible for the comprehensive management of civil servants in the administrative organs of the province, formulate relevant personnel deployment policies and special personnel placement policies, organize the implementation of the national honor system, and formulate and implement the government reward system in conjunction with relevant departments.

(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the province, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(eleven) to formulate the province's labor and personnel dispute mediation and arbitration methods and labor relations policies, improve the coordination mechanism of labor relations, formulate policies to eliminate the illegal use of child labor and special labor protection policies for female workers and underage workers, organize the implementation of labor supervision, coordinate the work of workers' rights protection, and investigate and deal with major cases according to law.

(twelve) comprehensive management of the province's introduction of foreign intelligence work, formulate plans and policies for the introduction of foreign intelligence work, and be responsible for the international exchanges and cooperation between this office and the Provincial Civil Service Bureau.

(thirteen) to undertake other tasks assigned by the provincial government.
