Measures for the administration of public welfare posts

1. The departments of personnel, labor and finance are responsible for the examination and approval of public welfare posts, the placement, the audit, distribution, supervision and inspection of various subsidies such as posts. The employing unit is responsible for the development of public welfare posts and the management of employees.

2. Those who fail to obey the arrangement of public welfare posts twice without justifiable reasons will no longer be given assistance as the object of employment difficulties.

3. If others engage in public welfare posts in the form of impersonation and enjoy public welfare post subsidies and social insurance subsidies, after verification, they will recover the post subsidies and social insurance subsidies that have been paid, and collect the re-employment concession card of the certified personnel.

4. If the employer terminates the labor agreement in advance due to reasons other than the fault of the employees, the employees in public welfare posts will stop enjoying the post subsidies given by the government. However, the financial department will continue to subsidize social insurance premiums until the contract expires.

5. Personnel employed in public welfare posts who voluntarily leave their posts, take leave for more than two months (including two months) or terminate their employment in advance in violation of the provisions of the employer shall not enjoy the employment treatment of public welfare posts.

6. Due to voluntary resignation, retirement, dismissal or termination of the labor contract with the employer, the employer shall promptly report to the personnel, labor and social security departments and the financial department, and the financial department shall stop issuing various subsidies such as public welfare posts.
