On-the-job employees shall be registered with the basic medical insurance for urban employees by the employing unit.
Urban and rural residents who have not participated in the social medical insurance for employees, including minors (18-year-old students who are not in school), flexible employees, non-employees and elderly residents, can participate in the basic medical insurance for urban and rural residents at their domicile, and primary and secondary school students can participate in the medical insurance for urban and rural residents where the school is located; The time for urban and rural residents to apply for medical insurance registration is generally from September to 65438+February every year, and they can choose to go through the registration formalities in the public service institutions in the street (town) where they are registered or live.
Flexible employees, including individual industrial and commercial households with no employees within the employment age range, part-time employees who have not participated in employee social security in the employer and other flexible employees, can decide to participate in the basic medical insurance for urban employees (all expenses shall be borne by individuals) or choose to participate in the medical insurance for urban and rural residents. Flexible employees participate in the basic medical insurance for urban workers in their personal capacity, and apply to the tax authorities for payment registration and insurance approval.
Legal basis:
Article 84 of the Social Insurance Law stipulates that if an employer fails to register for social insurance, the social insurance administrative department shall order it to make corrections within a time limit;
If no correction is made within the time limit, the employer shall be fined between one and three times the amount of social insurance premiums payable, and the directly responsible person in charge and other directly responsible personnel shall be fined between 500 yuan and 3,000 yuan.
