Notice on social security subsidies for flexible employees

In order to further promote the employment of people with employment difficulties ("4050" personnel) and college graduates and other groups in various forms and channels, and reduce the burden of social insurance payment for flexible employees, the relevant matters concerning the application for social insurance subsidies for flexible employees in 2022 are hereby notified as follows:

First, the object, standard and duration of social security subsidies for flexible employees

Subsidy target: 1. Persons with employment difficulties who apply for flexible employment ("4050" personnel) shall apply for employment registration in their personal capacity and pay social insurance premiums. 2. Unemployed college graduates who apply for flexible employment in their personal capacity, apply for employment registration and pay social insurance premiums within 2 years after graduation. No subsidy will be given to employers who recruit, engage in self-employed businesses and start businesses and obtain business licenses or other qualification certificates. During the period of enjoying other employment subsidy policies, no subsidies will be given.

Subsidy standard: 2/3 of the actual social insurance premium (including basic old-age insurance premium and basic medical insurance premium) will be subsidized.

Duration of subsidy: Except for those with employment difficulties who are less than five years away from the statutory retirement age, the rest are generally up to three years (subject to the age of my ID card when I first approved the social insurance subsidy). The maximum period of social security subsidies for flexible employment of college graduates shall not exceed 2 years.

Two, declare the subsidy time and the required materials

Those who enjoy social security subsidies will complete the payment before September 28th, 2022. After 7 days of payment, they will bring their original ID card to the handling window of the tax department to print the tax payment voucher, and go through the relevant procedures for reporting subsidies at the local township and community handling departments (completed before June 65438+1October 65438+February). The materials submitted include:

(1) Original and photocopy of resident ID card.

(2) The original and photocopy of the personal social security card.

(3) The original and photocopy of the bill for basic old-age insurance or basic medical insurance.

(4) Fill in the Application Form for Social Insurance Subsidies for Individual Flexible Employees and the Letter of Commitment.

(5) Proof of flexible employment. (Issued by the neighborhood committee)

(6) Flexible employment college graduates also need to provide the original and photocopy of graduation certificate. Materials submitted to the neighborhood committee or township.

Third, related tips

(1) The subsidy funds are directly transferred to the bank account associated with the personal social security card. Applicants are requested to apply for social security cards in time and open banking functions in relevant banks. The bank card will be sealed after it is not used for half a year and must be activated in the associated bank.

(2) Please inform each other, pay insurance premiums and submit subsidy materials in strict accordance with the specified time, so as not to affect the normal development of social insurance subsidies for flexible employees.
