I used to have comprehensive insurance in Jiaocheng Town, Shanghai, but now I have to pay social security. What about the previous comprehensive insurance?

The Shanghai Municipal Government has fully implemented the comprehensive insurance for foreign employees in Shanghai, and the former comprehensive insurance can be transferred to social insurance. After the employees have gone through the formalities of comprehensive insurance surrender, they can go through the formalities of social security payment at the social security handling department.

On June 25th, the Shanghai Municipal Government issued seven normative documents in succession, fully implementing the original policies, regulations and specific standards of transforming comprehensive insurance for migrant workers in Shanghai into social insurance.

Treatment process

1. The employing unit shall fill in the List of Retirement of Migrant Workers (Cancellation of Comprehensive Insurance) and the Application Form for the Relationship Transfer of Urban Basic Old-age Insurance for Foreign Employees of the Employing Unit, and go through the comprehensive insurance retirement formalities at the district and county administrative departments.

In the "Remarks" column of the "List of Migrant Workers' Withdrawal from Work (Cancellation of Comprehensive Insurance)", it is necessary to specifically indicate the two situations of "non-agricultural transfer to urban insurance" and "agricultural transfer to urban insurance". The comprehensive insurance premium is still required to be paid in the month of termination.

2. The employing unit shall fill in the Registration Form for Employment Record of Foreign Employees (to participate in urban basic endowment insurance) and the Personal Information Collection Form (to participate in urban basic endowment insurance). Apply for employment registration in the district and county foreign investment management departments. The employer shall provide the official seal, business license (not required for actual operation) and a copy of the insured's ID card.

Individual industrial and commercial households, informal employment organizations and other units that have not participated in the scope of urban basic old-age insurance in this city cannot pay urban social security for foreign employees.

3. The Registration Form for Employment Record of Foreign Employees (Participating in Urban Basic Endowment Insurance) issued by the Foreign Affairs Office is in triplicate, which is confirmed by the official seal of the district and county foreign affairs offices and one copy is kept. The other two copies are handed over to the employer, and one of them is used as the basis for the unit to go through the social security payment procedures at the district and county social security agencies.
