Can't Hangzhou start social security in 2022?

On February 9, 2022, Ministry of Human Resources and Social Security promulgated the Measures for Administrative Supervision of Social Insurance Funds (Order No.48 of Ministry of Human Resources and Social Security), which came into force on March 18, 2022. Article 32 of the Supervision Measures clearly stipulates that those who cheat social insurance benefits by fabricating personal information and labor relations, using forged, altered or stolen documents that others can use to prove their identity, and providing false proof materials, shall be dealt with in accordance with the provisions of Article 88 of the Social Security Law, and the social insurance administrative department shall order them to return the social insurance benefits cheated, and impose a fine of not less than 2 times but not more than 5 times the amount defrauded.

Since 2022, pension insurance has been co-ordinated nationwide, and now some provinces and cities have connected their local pension insurance to the national social security network. Social security experts pointed out that in the case of national networking and national overall planning, it is easy to find out that fictitious labor relations pay social security, and paying social security will be invisible.

The affiliated individual pays social security, in addition to the actual money paid, but also to the affiliated company benefits. Some affiliated companies say one thing and do another, but pay social security according to the minimum standards, and even social security payment will be interrupted. Others just pay social security through acquaintances, and they don't know what unit they belong to from beginning to end. When I retired, I found that my social security payment period was not enough, and I couldn't find an affiliated unit. Even if it is found, there is no way to solve the fait accompli.
