Q: What are the requirements for foreign household registration personnel to apply for transferring the old-age medical insurance relationship from different places to Xiamen?

A: If the foreign household registration personnel meet the following conditions, they can apply to transfer the pension and medical insurance relationship in different places to Xiamen at the same time: ① When applying for transfer, the social insurance that is insured as an employee of Xiamen and paid by the current unit for the applicant must be paid and collected in time; ② At the time of application, the male is under 50 years old and the female is under 40 years old. Special reminder: the "insurance payment" mentioned here is only for accounts that have not been transferred out or surrendered.

Q: After the insured persons with foreign household registration have transferred their pension insurance relationship from other places to Xiamen, they have reached retirement age and accumulated contributions of 15 years or more. Can they go through the pension retirement procedures in Xiamen?

A: According to the Interim Measures for the Transfer and Continuation of the Basic Endowment Insurance for Employees of Urban Enterprises (Guo Ban Fa [2009] No.66), when the insured persons with foreign household registration meet the conditions for receiving benefits, the place where they receive benefits is determined as follows:

(1) If there is a basic old-age insurance relationship at the place where the household registration is located, the place where the benefits are received shall be the place where the household registration is located, and the retirement formalities shall be handled at the place where the household registration is located;

(2) If the basic old-age insurance relationship is not in the registered residence, and the accumulated payment in the insured place is less than 10 year, it shall be transferred back to the original insured place, and the payment period shall be 10 year, and the treatment shall be collected. If the cumulative payment period of each insured place is less than 10 years, it will be transferred back to the place where the household registration is located for retirement;

(3) If the basic old-age insurance relationship is not in the household registration, and the accumulated insurance payment has reached 10 years in the current insured place, the current insured place is the place where the benefits are received.

According to this regulation, if a male migrant worker reaches the age of 60 or a female migrant worker reaches the age of 50, and her payment in Xiamen after July 199 is less than 10 years, Xiamen can't be regarded as the place to receive her treatment, that is, she can't continue to pay in Xiamen, but should be transferred back to her original insurance place or her original household registration place where the last payment period has expired 10 years. Only foreign registered employees who have paid the old-age insurance in Xiamen for 10 years after July, 1999 and have no basic old-age insurance relationship can choose Xiamen as the place to receive the old-age insurance benefits and go through retirement procedures in Xiamen when they meet the conditions for receiving the benefits.
