Main responsibilities:

Formulate and organize the implementation of the city's urban and rural social insurance and supplementary insurance policies and standards, implement national and provincial unified social insurance relationship transfer and connection methods, coordinate the basic old-age insurance policies of institutions and institutions, and gradually improve the level of overall funds. In conjunction with relevant departments, formulate measures for the management and supervision of social insurance and its supplementary insurance funds, prepare the draft budget and final accounts of the city's social insurance funds, and participate in the formulation of the city's social security fund investment policies.
(five) responsible for employment, unemployment, social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds; In accordance with the provisions of the Social Insurance Law and the Regulations on Industrial Injury Insurance, guide and supervise the employers and social security departments in the city to do a good job in industrial injury insurance for occupational disease personnel.
(six) in conjunction with the relevant departments, formulate policies for the distribution of wages and income of personnel in government agencies and institutions, standardize policies for the distribution of wages and income of employees in enterprises, and implement welfare benefits and related retirement policies for personnel in government agencies and institutions.
(7) To guide the personnel system reform of public institutions in conjunction with relevant departments, formulate policies on personnel and civil servants management of public institutions, formulate policies on professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, and be responsible for the selection and training of high-level professional and technical personnel; Responsible for the training and education of various professional and technical personnel; Formulate policies to attract overseas experts to work or settle in Pakistan.

(ten) responsible for promoting the transfer of rural labor force and the development of labor economy, organizing and coordinating the orderly transfer and output of rural labor force, organizing labor training, and building a good labor base. In conjunction with relevant departments, formulate comprehensive policies and plans for labor force development and migrant workers' work and promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(11) Make overall plans to formulate a mediation and arbitration system for labor and personnel disputes, implement labor relations policies, improve the coordination mechanism of labor relations, formulate policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers, organize the implementation of labor inspection, coordinate the rights protection of workers, investigate and deal with major cases according to law, and coordinate the handling of letters and visits related to human resources and social security; Responsible for supervising the implementation of the labor contract and urging the employer to sign the labor contract according to law.
(twelve) to participate in talent management, comprehensive coordination and centralized management of the city's introduction of foreign talents and intellectual work.
(thirteen) to undertake the relevant administrative examination and approval items announced by the municipal government.
