2. Have a legal and stable occupation in the SAR. Those who have participated in social insurance in the special zone for 12 months or accumulated 18 months within two years before the date of applying for residence permit are deemed to have a legally stable occupation.

3. Non-deep household registration personnel who meet the conditions for talent introduction in the Special Zone and are receiving full-time secondary and higher education (occupation) in the Special Zone may apply for residence permit directly if they register in the Special Zone in accordance with the provisions of this Ordinance.

Article 20

Non-deep household registration personnel who apply for residence permit (hereinafter referred to as the applicant) may apply to the public security organ or the institution entrusted by the public security organ, or apply through the Internet. Applicants should provide their relevant identity information and recent photos.

The public security organs and relevant departments shall verify the applicant's residence registration, social insurance and other records. In line with the conditions, the public security organ shall issue a residence permit within fifteen working days from the date of acceptance; Do not meet the conditions, it shall explain the reasons to the applicant within seven working days from the date of acceptance. If the applicant requests a written reply, the public security organ shall give a written reply within three working days.
