I. What is social insurance?

Social insurance refers to a social system in which the state passes legislation to give material help by the state (society) to workers who are temporarily or permanently incapacitated and who are temporarily out of work. It is the foundation and core of the social security system.

Social insurance includes five types: basic old-age insurance, basic medical insurance, unemployment insurance, industrial injury insurance and maternity insurance. At present, the city's social insurance are basic old-age insurance, unemployment insurance and basic medical insurance.

Social insurance is different from commercial insurance

Three, which employers and workers should participate in social insurance?

1. 2. 3. State-owned enterprises, urban collective enterprises, foreign-invested enterprises, Hong Kong-Macao-Taiwanese-invested enterprises, urban private enterprises and other urban enterprises and their employees; urban institutions and their employees; social organizations and their full-time staff; and private non-enterprise units and their employees shall participate in unemployment insurance.

Four: How do employers and individual workers participate in social insurance?

1. Social insurance registration

(1) Application for registration

An employer engaged in production and business shall apply for registration at the social insurance fund management sub-center where the employer is located within 30 days from the date of obtaining the business license, and a non-production and business unit shall apply for registration within 30 days from the date of establishment.

(2) Documents to be presented for registration

The employing unit shall provide a business license or other approved documents for practice or establishment, proof of bank account number, certificate of unified code of organization issued by the State Bureau of Technical Supervision, and basic file information of employees in the unit when registering.

(3) Registration acceptance institution

The city social insurance fund management center of the districts and counties under the sub-centers specifically for social insurance registration. 2. Verification, change and cancellation of social insurance registration certificates

(1) The social insurance fund management sub-centers in each district and county of the city shall implement a system of regular verification and renewal of the social insurance registration certificates that have been issued.

(2) In the event of any change in any of the matters of the name of the unit, domicile, legal representative, type of unit, unified code of the organization, competent department, affiliation, account number of the depository bank, and other matters stipulated by the social insurance fund management center, the change shall be handled by the sub-center where the change was originally handled.

(3) When an employer is dissolved, withdrawn, merged or bankrupt, or in other cases, terminates its obligation to pay social insurance contributions in accordance with the law, it shall promptly apply for cancellation procedures at the sub-center where it was originally registered.

3. Declaration of social insurance contributions

The employer and the individual shall pay the full amount of the contributions in monetary form, and the individual contributions of the workers shall be withheld and paid by the employer on behalf of the workers from their own wages. Social insurance premiums shall not be reduced or waived.

The employer shall make a declaration of all social insurance premiums to the social insurance fund management sub-center before the 5th day of each month, submitting a social insurance premium declaration form, a detailed list of individual premiums withheld and paid on behalf of the workers as well as other information as required. And pay the social insurance premiums before the 16th day of each month. If a unit fails to declare its contributions in accordance with the regulations, the social insurance fund management center will temporarily determine the amount to be paid at 110% of the amount paid by the unit in the previous month and entrust the bank to collect the contributions. Units that have not paid the required social insurance premiums, in addition to making up the arrears, a late fee of 2 per cent per day.
