Article 3 of the Implementing Rules of the Social Insurance Law of the People's Republic of China (Article 3): Individuals who have participated in the basic pension insurance for employees and whose accumulated contributions are less than fifteen years (including those extended in accordance with the provisions of Article 2) after they reach the legal age of retirement can apply for a transfer to the new type of rural social pension insurance or urban residents' social pension insurance in the place where they are registered as a household member, and enjoy corresponding pension insurance benefits.
