The participation rate is low and the payment level is low, so social insurance should be guaranteed in small and micro enterprises.
At present, China's urban workers' pension insurance covers more than 300 million people, urban medical insurance covers more than 500 million people, and the coverage of industrial injury insurance, unemployment insurance and maternity insurance reaches 654.38+0.9 billion, 654.38+0.5 billion and 654.38+0.5 billion respectively. However, in a large number of small and micro enterprises, migrant workers and individual industrial and commercial households, the coverage of social insurance is extremely limited, and the implementation of social insurance encounters many obstacles.
The social insurance survey of small and micro enterprises conducted by Ministry of Human Resources and Social Security in 8 provinces on 20 12 shows that the participation status of small and micro enterprises is extremely pessimistic.
Low unit participation rate
-The participation rate of endowment insurance is about 75%, which is 5 percentage points lower than the average participation rate of all enterprises. Unemployment insurance and maternity insurance are blank in many enterprises.
Low employee participation rate
—— Compared with the participation rate in the same region, the employees in small and micro enterprises are significantly lower than those in non-small and micro enterprises, with the largest difference reaching 79 percentage points. A large number of insured small and micro enterprises only pay social insurance to core managers and high-end technicians, excluding ordinary employees.
Low payment level-in small and micro enterprises, the proportion of employees whose actual salary is the payment base is decreasing year by year, and the proportion of employees whose average social salary is 60% or less is increasing. In other words, even if small and micro enterprises participate in insurance, their participation level is at the lower limit, which means that the future treatment level of employees will be relatively low.
It is worth noting that small and micro enterprise practitioners have not shown a positive attitude towards social security. Some practitioners are highly mobile and think that it is useless to pay social security when social insurance is difficult to continue. Most employees have low incomes. At present, participating in social insurance means paying an extra fee, so they do not actively participate in social insurance, and some even take the initiative to ask employers to turn the money paid for social insurance into wages.
Social security is not a burden, and the government should assume more responsibilities and improve the payment mechanism.
Jin Weigang believes that adjustments should be made from three aspects at present.
First of all, the average social wage referred to in the payment should reflect the actual income of all employed people, making it closer to the real ability to pay. For example, the current lower limit of payment is 60% of the average social wage, and a large number of low-income people who cannot reach this wage level and their enterprises will feel a heavy burden.
Second, increase the flexibility of payment policy. At present, enterprises with high organic capital have low labor cost and light payment burden, while labor-intensive enterprises are overwhelmed by social security payment. He believes that it is necessary to consider the reality of capital-intensive small and micro enterprises and appropriately reduce the contribution rate.
Third, the rate should be adjusted according to the economic operation state. For example, when there is a big impact and general operational difficulties, a temporary social insurance premium reduction policy will be launched to help enterprises, especially small and micro enterprises, tide over the difficulties.
