In order to further implement the talent incentive policy, encourage all kinds of talents to innovate and start businesses, and mobilize the enthusiasm of employers in talent training, introduction and use, according to the Opinions of Longyou County Party Committee and Longyou County People's Government on Building a Better Talent Ecology and Accelerating the Construction of a New Pearl in Longyou New Era, the county party committee and county government issued the Opinions of County Party Committee and County Government on Building a Better Talent Ecology and Accelerating the Construction of a New Pearl in Longyou New Era No.40 [2020].

I. Objects and conditions to be declared

The applicants are mainly academic leaders who are introduced as stipulated in Document No.4 [2020] of Longyou Talent, high-level talents with high academic qualifications, high professional titles and high skills who are introduced to Longyou through relevant procedures, and qualified employers (see Annex 1 for details).

Individuals who declare talent awards must be on-the-job talents employed by enterprises and institutions in our county or imported talents who have worked in Longyou through relevant procedures, and have worked in this unit for 1 year. Among them, the declaration of technician (senior technician) talent allowance must be the employees of enterprises in our county (except the central, provincial and ministerial level and municipal enterprises). For the specific application objects and conditions, please refer to Long Talent [2020] No.4 and other documents.

Two. Categories of declared projects

1. Talent allowance. In 2022, if the senior professional and technical qualification personnel declare the talent allowance, the personnel of enterprises and institutions will enjoy the talent allowance from the month when the employing unit appoints the position at the same level. Honorary winners who have a term of office will be paid full talent allowance according to their term of office. Those who are not within the time range of policy implementation will not be paid talent allowance. Those who meet the requirements of talent allowance can apply for talent allowance from the year when the labor contract (or service agreement) is signed 1 year.

2. One-time reward. Talents who have obtained the provisions of Items (1), (11) and (12) of Article 3 of the Implementation Measures for High-level Talents Allowance and One-time Award in Longyou County may apply for corresponding one-time awards.

3. Social insurance subsidies. For leading industrial enterprises to introduce full-time undergraduate graduates from ordinary universities for three years, enterprises can get the reward of returning part of the social security enterprises for three years.

4. Allowance for highly skilled personnel. Enterprises in this county are in short supply of technicians or senior technicians of occupations (jobs), so they need to sign a twinning agreement with apprentices, and carry out apprenticeships with high-skilled talents in Longyou County according to the spirit of the Notice on Launching Apprenticeships with High-skilled Talents in Longyou County (No.89 of Longrenshe [2014]). The types of work that can be obtained in Zhejiang Province are, in principle, valid with the technician (senior technician) certificate obtained in the province, and the technician (senior technician) who obtained the evidence in that year began to declare in the following year. Technicians (senior technicians) in occupations (positions) such as enterprise human resource managers, enterprise trainers and labor relations coordinators in commercial services are mainly in-service department heads, and quota management is implemented according to the shortage of occupations (positions). The quota allocation for each post is based on the following principles: enterprises with less than 200 employees shall not exceed 1 person, and the number of employees shall be 200- 1 person. Winners of subsidies for high-skilled talents should actively participate in national, provincial and municipal skills competitions.

5. Matching rewards for skill competitions. Only those who won the national, provincial and municipal skills competition awards after 65438+February 2020 1, and individual awards may not be declared repeatedly.

6. Housing subsidies. After August 23, 2020, all kinds of talents who meet the corresponding conditions of the Measures for the Implementation of Housing Subsidies for Talents in Longyou County (Trial) can apply for housing subsidies according to policies. See Annex 4 for details.

The talent policy declaration items not mentioned in this notice can be declared according to the relevant provisions of Long Talent [2020] No.4 document. Due to policy changes, the document "Implementation Opinions on Innovating System and Mechanism to Promote Talent Gathering and Accelerating the Transformation and Leaping Development of Longyou" (County Party Committee [2065]138) and other relevant supporting measures were abolished, but in any of the following circumstances, it can continue to be declared in 2022:

(1) One-time settling-in allowance for high-level talents: those who have applied for one-time settling-in allowance but have not received all of it can continue to receive it according to the old policy after meeting the requirements; Before August 23, 2020, those who meet the corresponding conditions of County Committee [2016]138 but have not applied for one-time resettlement subsidies can still declare and continue to receive them after meeting the conditions.

(II) One-time settling-in fee for undergraduates: from 20 16 12 10 to August 23, 2020, full-time undergraduate college graduates who meet the corresponding conditions of the county party committee [20 16] 138 can continue to apply for one-time settling-in fee for three years.

(3) Undergraduate living allowance: Full-time undergraduate college graduates who meet the corresponding conditions of County Committee [2065 438+06] 138, which were introduced from 20/6 to 23 August 2020. Those who have applied for or have not applied for undergraduate living allowance may continue to apply, monthly 138.

Third, the declaration procedure.

1. Annual evaluation. Each employing unit shall assess the work of the candidates in 2022, including political performance, post performance, major contributions, etc., and provide written assessment opinions (annual assessment form or work assessment materials) and affix the official seal of the unit. Those who fail the examination or are subject to disciplinary action shall not declare.

2. apply. Applicants are required to fill in the Application Form for Talent Allowance and Reward in Longyou County (Annex 4), the Application Form for Talent Housing Subsidy in Longyou County (Annex 5), the Application Form for Talent Allowance for Technicians (Senior Technicians) in Longyou County (Annex 6) and the Application Form for Supporting Rewards in Skills Competition in Longyou County (Annex 7); To apply for social insurance subsidies, you need to fill out the Application Form for Social Insurance Subsidies for College Graduates in Longyou County (Annex 8). Each employing unit is responsible for filling in the Application Summary of Talent Allowance and Reward in Longyou County (Annex 9) and the Application Summary of Talent Allowance for Technicians (Senior Technicians) in Longyou County (Annex 10), and submitting them to the employing unit or the competent department for summary review and then reporting them to the corresponding departments of the County Human Resources and Social Security Bureau.

To declare the talent allowance for technicians (senior technicians) in Longyou County, you must also submit the Statistics of Mentoring Activities for High-skilled Talents in Longyou County this year (attachment 1 1), the Mentoring Activities Manual for High-skilled Talents in Longyou County (attachment 13) and Longyou the following year.

All declared projects must be applied by the employer (competent department), fill in the relevant forms and sign the relevant preliminary examination opinions. Ministry of Human Resources and Social Security does not accept application materials submitted by individuals. Relevant forms can be downloaded by yourself through the notification document of Longyou County Human Resources and Social Security Network.

In addition, those who declare personal projects need to provide copies of the front and back of their rural commercial bank cards in Longyou County.

3. Qualification examination. The employing unit (competent department) is responsible for the preliminary examination of the applicant's application conditions, and after passing the preliminary examination, it shall be reported to the county human resources and social security bureau for examination, and after passing the examination, it shall be reported to the county talent office.

4. List publicity. The approved list shall be published in the relevant media. If there is no objection after publicity, it shall be reported to the leading group for talent work of the county party Committee for approval.

5. Payment of funds. According to the list approved by the talent work leading group of the county party Committee, the county finance or the county human resources and social security bureau will allocate all kinds of funds to relevant units or individuals according to the actual amount.
