What conditions do enterprises need to apply for social security subsidies?

(1) If the employing unit recruits people with employment difficulties, signs a labor contract with a term of 1 year or more and pays social insurance premiums according to regulations, it will be subsidized according to the basic old-age insurance premium, basic medical insurance premium, unemployment insurance premium, work injury insurance premium and maternity insurance premium actually paid for the people with employment difficulties. Except for those who are less than 5 years away from the statutory retirement age (subject to the age when they first enjoy social insurance subsidies, the same below), the subsidy period may be extended to retirement.

(II) College graduates start their own businesses within five years after graduation, and they and their recent college graduates (including college graduates in graduation year and those who have obtained graduation certificates within 12 months, the same below) can equally enjoy the social insurance subsidy policy for employers to recruit people with employment difficulties.

(III) Small and micro enterprises [Classification Standards for Small and Medium-sized Enterprises] If they recruit fresh college graduates in accordance with the Notice on Printing and Distributing Classification Standards for Small and Medium-sized Enterprises, sign labor contracts with them for more than 1 year and pay social insurance premiums as required, they will be given social insurance subsidies of 1 year according to the actual number of fresh college graduates recruited.

(4) Employment difficulties and unemployed college graduates who apply for jobs in public employment talent service institutions and pay social insurance premiums in their personal capacity after flexible employment can be given a social insurance subsidy of 2/3 of their actual contributions. The subsidy period can be extended to retirement except for those who are less than 5 years away from the statutory retirement age, and the rest shall not exceed 3 years.
