What does it mean to seal the application status of social security card?

Legal analysis: the closure of social security card account refers to the interruption of social security card payment due to various reasons of employees. For example, if the social security card cannot be transferred due to the termination of the employer and does not meet the cancellation conditions of the social security card, the interrupted social security card account shall be sealed, and the sealed social security card account shall be sealed.
